About this file
This is a Questions and Answers document prepared by the Oregon Department of Corrections in response to an RFI for television and movie entertainment services within prison settings. The RFI seeks vendor solutions to modernize entertainment delivery across twelve state correctional facilities serving approximately 12,000 Adults in Custody (AIC). The current system utilizes satellite-based television service provided by Cell Tell Co - Sky Systems (Dish Business provider) distributed through a mix of Cat6 and coaxial cabling to intermediate distribution frames (IDFs) leading back to a main distribution frame (MDF). The RFI response deadline was December 14, 2025, at 11:59 PM PT, with clarification questions due by December 3, 2025, and agency responses provided by December 9, 2025. The Oregon Department of Corrections operates facilities with the following AIC capacities: SRCI (2,341), WCCF (314), CRC (434), DRCI (676), OSCI (576), TRCI (1,193), OSP (1,278), EOCI (1,106), PRCF (132), CCCF (525), SFFC (174), and SCI (485), totaling approximately 9,236 beds across the specified locations.
Vendors are permitted to propose multiple service models including streaming options, assigned tablets to AICs, and traditional linear service options. Pricing should be presented on a per-connected-device basis or per individual AIC, acknowledging that not all AICs currently own televisions connected to the network. The agency indicated willingness to consider innovative delivery methods and requested responses include detailed information on hardware requirements, software capabilities, implementation timelines, support models, and relevant correctional facility experience. The current environment involves supplementary access to tablets and common area televisions for AICs, while inmates may also purchase personal televisions for private cell viewing. The RFI responses are for informational purposes only and will not be considered binding or impact any subsequent Request for Proposal process.
