About this file

This is a Request for Information (RFI) issued by the State of Oregon Department of Corrections (DOC) for television and movie entertainment services to be provided within a prison setting. The RFI, numbered S-29100-00015355, seeks vendor input regarding solutions, services, capabilities, and approaches to modernize the delivery of television and movie entertainment services to approximately 12,000 Adults in Custody (AIC) housed across twelve state correctional facilities throughout Oregon. The RFI was issued on November 19, 2025, with a response due date of December 14, 2025, at 11:59 PM PT. Questions for clarification must be submitted by December 3, 2025, with DOC responses provided by December 9, 2025. The RFI explicitly states that no contract will be awarded directly from this information gathering effort and responses will not be binding on any party or impact any subsequent RFP selection process. All submissions must be made via OregonBuys and should address company overview, service capabilities, implementation timelines, support models, and relevant correctional facility experience.

Respondents are required to submit detailed information across multiple functional areas including content delivery infrastructure, programming options (local news, diverse cultural programs, closed captioning, multiple languages, content blocking and removal capabilities), and hardware and software requirements. Vendors must complete Attachment A, a Price Estimation Form in Excel format, detailing software, hardware if applicable, maintenance, services, and other associated costs. Responses must include underlying agreements such as End User License Agreements, Terms of Service, and Terms of Use. DOC is open to all potential service delivery methods, including innovative approaches such as tablet-based broadcasting, streaming, or other digital delivery methods. Currently, DOC operates a satellite-based television system and is exploring economical and efficient alternatives that facilitate migration with minimal disruption. All costs associated with RFI response preparation are the sole responsibility of respondents, and vendors claiming trade secrets or information exempt from public disclosure under Oregon Public Records Law must submit a completed Disclosure Exemption Affidavit with a fully redacted version of their response.
