About this file

This is a Security Test Plan Template document provided by the National Geospatial Intelligence Agency (NGA) Research & Development Division as a best practices guide for program managers conducting testing and evaluation events. The template is not a checklist but rather a flexible framework designed to accommodate a wide range of testing scenarios while ensuring appropriate research and technology protection during test execution.

The template is organized into three primary sections: Introduction (covering background, goals, T&E event overview, execution schedule, and personnel identification); Logistics (addressing test site location and setup, field communications, test equipment and instrumentation, and contingency planning); and Security Considerations (encompassing OPSEC, safety, data classification, security classification guides, data protection and delivery, data dissemination, personal electronic device policies, physical access controls, security points of contact, and document/media destruction procedures). Program managers are expected to tailor the template to program-specific requirements, determining which topics are applicable and potentially introducing additional considerations. The document includes supplementary guidance notes, data tables for personnel and equipment tracking, and recommendations for additional planning elements such as transportation logistics, OPSEC cover stories, counterintelligence coordination, security briefings, platform specifications, and airworthiness certification. The template is designed for use on classified information systems when the completed plan requires classification and must adhere to relevant federal standards including DoDI 5200.48, NIST SP 800-88, and Title 32 CFR Section 2002.14.
