About this file

This file is an abstract submission template for the Boosting Innovative GEOINT Science and Technology (BIG-ST) Broad Agency Announcement (BAA), issued by the National Geospatial Intelligence Agency (NGA) under solicitation number HM0476-23-BAA-0001. The template provides standardized formatting instructions and required sections for proposers submitting abstracts in response to BIG-ST BAA Topic Calls, with specific focus on Topic 07 regarding Lidar Analysis for Surface & Environmental Reconnaissance (LASER).

The template mandates specific formatting requirements including Times New Roman 12-point font, 1-inch margins, single spacing, and 8x11-inch page size, with Section 1 (Proposed Research) limited to five pages. Required abstract components include a cover page with organization information, taxpayer identification number (TIN), unique entity identifier (UEI), CAGE code, and points of contact for both technical and administrative matters. Proposers must identify the desired award instrument (Procurement Contract, Cooperative Agreement, Grant, or Other Transaction Agreement) and award type (CPFF, Cost Contract-no fee, FFP, FFP LOE, T&M, or LH), along with a Rough Order of Magnitude (ROM) total cost. The substantive sections require proposers to articulate their technical approach and novelty compared to current state-of-the-art, present a summarized technical plan with milestones and metrics, describe team capabilities and organizational experience, identify any required Government Furnished Equipment (GFE), Government Furnished Information (GFI), Government Furnished Property (GFP), or Government Furnished Data (GFD), and provide ROM cost estimates including any subcontractors and cost sharing arrangements.
