About this file
This is a Contract Data Requirements List (DD Form 1423-1) for the BIG-ST Broad Agency Announcement (BAA) contract HM0476-23-BAA-0001 administered by the National Geospatial-Intelligence Agency (NGA-Q). The document specifies four primary data deliverables required from the contractor under the LASER topic call, which focuses on developing AI/ML autonomous detection methodologies for space lidar data analysis.
The four required data items are: (1) LASER Written Technical Plans (A004) to be delivered in Microsoft Office format without intellectual property restrictions, with distribution limited to U.S. Government and contractors under Distribution C/CUI; (2) Program Protection Implementation Plan (PPIP, A014) due no later than 2 weeks after contract award, with subsequent updates as needed; (3) Test Plan (A024) due no later than 90 days after base period kickoff and 90 days after option period kickoff meetings, with mandatory updates for Phase 2 reflecting the transition from TRL 4 to TRL 5 activities, which must comprehensively detail physical field data collections using surveying and remote sensing instruments for submerged and surface objects, AI/ML validation testing methodologies, specific geographic collection locations, target objects, NASA coordination timelines (ICESat-2 and GEDI data), and contingency plans; and (4) Transition Plan (A034) with draft due 90 days prior to end of Phase 2 and final version due 2 weeks prior to Phase 2 completion, outlining the 3-month transition period for transferring prototype AI/ML detection capabilities to NGA, including product formatting strategy, final demonstration logistics, and Standard Operating Procedures (SOPs) delivery. Additionally, a Quality Assurance Surveillance Plan (QASP, A044) is required 30 days after Phase 1 kickoff and 30 days prior to Phase 2 start, detailing self-auditing methodologies and statistical validation frameworks to verify ±1 meter elevation agreement for space lidar-to-ground truth intercomparisons and confirm AI/ML probability of error remains below 25% and probability of detection remains above 75%. All deliverables must be submitted electronically to the Contracting Officer Representative and Technical/Program Manager.

Block 14: Deliver using Email or DOD SAFE, in MS-Office format to contracting officer representative (COR) and Technical Manager (TM)/Program Manager (PM).
Additional Remarks: The Test Plan must comprehensively outline the resources, schedule, and tasking associated with all test events. This includes both physical field data collections
(utilizing the contractor's surveying and remote sensing instruments for submerged and surface objects) and the software validation testing of the AI/ML autonomous detection methodologies. The plan must detail the specific geographic collection locations, target objects of interest, coordination timelines with NASA (for ICESat-2 and GEDI data), and contingency plans for environmental or equipment delays.
