ADDENDUM TO RFO Provision RFO 52.212-2, Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

1. Basis for Contract Award

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, is determined to be the highest technically rated, with a fair and reasonable price.

This is a Highest Technically Rated with a Fair and Reasonable Price (HTRO) source selection conducted in accordance with RFO 15.103-3. The Government will not consider tradeoffs between price and non-price factors.

The evaluation process shall proceed as follows:

i. All proposals received will be evaluated on the non-price factors (Technical and Past Performance) and ranked in order from the highest technically rated to the lowest.

ii. The price of the highest technically rated proposal will then be evaluated for fairness and reasonableness.

iii. If the price for the highest technically rated proposal is determined to be fair and reasonable, that proposal will be selected for award.

iv. If the price is determined not to be fair and reasonable, the Government will move to the next highest technically rated proposal and evaluate its price for fairness and reasonableness. This process will continue until a contract is awarded to the highest technically rated responsible offeror with a fair and reasonable price.

Evaluation Factors for Award

Technical

a. The technical proposal will be evaluated to determine the degree to which the offeror demonstrates a thorough understanding of the requirements. The basis for evaluation of technical capability offers is described below. At minimum, the technical capability offers shall consist of the following:

Factor 1: Key Personnel Qualifications Description: The Government will evaluate the qualifications, experience, and certifications of proposed personnel to ensure they meet or exceed the PWS requirements for highly specialized roles.

This requirement is met when the offeror provides verifiable documentation (e.g., resumes, certifications, training records) proving all proposed Key Personnel meet the baseline requirements outlined in the PWS. Specifically, the evaluation will assess the specialized expertise of personnel filling the following roles:

• SAM-1 and MiG-1 Subject Matter Experts (SMEs)

• Air-to-Surface Range Training Officers (RTOs)

• High-Speed Anti-Radiation Missile (HARM) Assessors

• White Force Exercise Support SMEs (Airboss, Mission Planning, Tactical Mentorship)

• Intelligence and Adversary SMEs

Note: Proposals that demonstrate Key Personnel possess relevant experience, tactical mentorship backgrounds, or qualifications that significantly exceed these minimum PWS requirements may be evaluated more favorably and receive a higher technical rating.

Factor 2: Technical Approach & Methodology Description: The Government will evaluate the soundness, feasibility, and comprehensiveness of the offeror’s proposed methodology to meet the Description of Services in PWS 3.0. This factor is divided into three distinct subfactors.

Subfactor 2.1: Tactical Control, Threat Emulation, & Debrief Readiness

Description: The Government will evaluate the offeror’s approach to executing continuous, high-fidelity threat and airspace management, as well as their methodology for mission data integrity.

Standard for Meeting Requirement: The offeror’s narrative must demonstrate a sound, executable approach to managing a minimum of two (2) distinct exercise vulnerability periods (vuls) per day. The proposal must detail specific, effective procedures for:

• Organizing and executing Ground Based Air Defense (GBAD) and simulated Integrated Air Defense System (sIADS) integration.

• Supplementing White Force Exercise Support (Adversary Coordination, Tactical Mentorship, Airboss).

• Executing the post-vul shot validation process as MiG-1/SAM-1, demonstrating debrief capabilities and Shot Validation experience IAW the 3-1 Shot Kill criteria.

• Ensuring the Mission Commander is ready to begin the shot validation debrief no later than 2 hours and 15 minutes (2+15) after mission termination.

Subfactor 2.2: Operational and Intelligence Integration

• Description: The Government will evaluate the offeror's proposed methodology for integrating with the Combat Training Squadron (CTS) Intelligence shop and White Cell functions.

• Standard for Meeting Requirement: The offeror's narrative must demonstrate a highly effective approach to providing continuous advisory support for operations and intelligence. This includes a clear methodology for assisting with weaponeering, scenario development, and ensuring accurate red air replication during mission planning, briefing, execution, and debriefing.

Subfactor 2.3: Contractor Provided Software Capability & Implementation

• Description: The Government will evaluate the technical capabilities, accuracy, and reliability of the offeror's proposed software solution for real-time Air-to-Surface weapons validation.

• Standard for Meeting Requirement: The proposal must demonstrate that the offered software solution meets or exceeds all performance standards outlined in PWS 3.4. The offeror must provide technical documentation or a detailed narrative proving the software can:

• Validate weapons (GBU-31, GBU-38, GBU-54, GBU-39, GBU-12, JASSM, HARM) with 99% accuracy within four feet of accuracy for up to 400 targets in a single vul.

• Accept required coordinate formats (Degrees Minutes Decimal Minutes to four decimal places, and MGRS 10-digit).

• Provide real-time hit/miss and graphical depictions no later than 45 minutes prior to the debrief.

• Operate reliably on DoD NIPR or compliant Contractor-provided systems, demonstrating a quality control approach to maintain operations with <2 critical issues and <5 minor issues per exercise.

Overall Rating. A offers must meet all standards listed above to receive a rating of "Meets Expectations" for this factor. Failure to meet any one of these standards will result in the offers being rated "Does not meet expectations".

i. The Government will evaluate the offeror’s technical capability offers identified above. The Government’s evaluation team shall evaluate overall technical capability on a Far Exceed Expectations/Exceeds Expectations/Meets Expectations/Does Not Meet Expectations basis. All areas of the Technical Capability offer must be determined either “Meets Expectations” using the descriptions below for the Technical Capability offers to receive an “Meets Expectations” or “Far Exceeds Expectations” rating. If any of the areas are determined to be “Does Not Meet Expectations”, the Technical Capability offers will receive an Unacceptable rating.

ii. Technical Capability Rating. The technical capability rating provides an assessment of the quality of the offeror’s solution for meeting the Government’s requirements. Each technical capability area will receive one of the ratings described below. The focus of the technical rating is to identify if the contractor has an adequate approach and understanding of the requirement. This rating will be based on the Government’s technical knowledge and historical data

TECHNICAL RATINGS

Rating Description Far Exceeds Expectations The proposal demonstrates to far exceed an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. The approach has a very low risk of unsuccessful performance.

Exceeds Expectations Offers meets requirements and indicated to exceed expectations and understanding of the requirement

Meets Expectations Offers meets requirements and indicates an adequate approach and understanding of the requirement

Does not meet expectations Offers does not meet requirements and does not indicate an adequate approach and understanding of the requirement.

Past Performance

a. The Government will evaluate the offeror's probability of successfully performing the contract requirements, as demonstrated by their record of recent and relevant past performance. The Government will assign a Performance Confidence Assessment rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence (Neutral).

b. The Government will use past performance information submitted by the offerors’ references, other sources such as other federal government offices, Contractor Performance Assessment Reports (CPARS), and private and commercial sources. The Government is not bound by the offeror’s opinion of relevancy. Relevancy is defined above. Consideration will be given to whether the past performance information is applicable to the prime contractor, teaming partners, and/or joint venture actually performing that part of the requirement. This information may include efforts performed by other divisions, critical subcontractors, or teaming contractors, if such resources will be brought to the current effort.

i. Where the relevant past and present performance record indicates performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective actions taken (not just planned or promised). The Government may review more recent contracts, or performance evaluations, to ensure corrective actions have been implemented and to evaluate their effectiveness. If the offeror clearly demonstrates management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified, this may allow the offeror to be rated higher than might otherwise be indicated.

ii. The Government will evaluate/assess all past performance information, positive and negative. Offerors will be offered the opportunity to respond to negative past performance reports if they had not had the opportunity to do so previously. An offeror without a record of relevant past performance will receive a past performance rating of “Unknown Confidence.”

c. Each offeror will be assessed a Performance Confidence Rating described below, taking into account the recency, relevancy, and quality of each citation reviewed:

PERFORMANCE CONFIDENCE ASSESMENTS

Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Unknown Confidence (Neutral)

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Price

a. The price proposal will not be scored or rated. It will be evaluated for fairness and reasonableness only for the highest-rated technical offeror(s) in accordance with the HTRO process. The Government will also evaluate unbalanced pricing.
