About this file
This is a Questions and Answers document for a Range Training Officers contract opportunity related to Red Flag Alaska exercise support.
The document addresses nine key inquiries regarding proposal submission requirements, security clearances, and contractor roles. Resumes submitted will not count against the 15-page technical limit and are individually capped at 2 pages; redacting candidate names and contact information is acceptable. Offerors may submit official rosters for exercises that personnel have supported. The period of performance runs from August 12-28, with preparation activities (CAPES brief on the 12th, inbrief on the 13th, and FAM day on the 14th) followed by two weeks of exercise execution; the Solicitation will be amended to reflect these correct dates. A properly signed DD 254 for Top Secret/SCI and SAP access will be provided upon contractor selection. All contractor personnel require current Top Secret eligibility at contract award, as TS is a prerequisite for SAP access; personnel must obtain full TS/SCI and SAP/SAR access within 60 calendar days of award. The Government will facilitate SAP read-ins through the CTS after personnel obtain required TS clearances. Contractors filling the Air Boss role—identified as mission-critical—are currently performing this function during exercises without issue. The contractor's primary responsibility for security access is submitting all requested clearance verification data to the cognizant security office immediately following contract award, with processing steps to be dictated by that office.

Q&A Range Training Officers
1. Does each of the resumes count against the 15 pages for the technical?
A. Each Resume will not be counted against the 15 Page Technical Limit; we have added in the Combo that each resume will have a 2 page limit.
2. We usually do not share the individuals we hire until we receive a contract award. Would it be ok if we submit their resumes but leave our their names/contact information?
A. Redacting names and contact information is acceptable.
3. Would we be allowed to submit their resumes and show our official rosters for each of the exercises that they have supported?
A. Official Roster for each exercise may be submitted.
4. Dates differ between Solicitation and PWS. Please confirm dates for period of performace and if providing support for 31 Aug to 4 Sep (per Amended+RTO- +Combined+Synopsis+Solicitation) what are the vul requirements
A. The contractor will need to be in the CTS from 12-28 August. The 12th is a capes brief day, the 13th is inbrief day, and the 14th is FAM day. The next two weeks are the exercise execution. Solicitation will be amended to reflect the correct dates.
5. Will there be a PSO/SSO Signed TS/SCI SAP DD 254 provided with this solicitation as the Government is to faciliate the process of SCI and SAP access according to the PWS?
A. Yes, a properly signed DD 254 will be provided when awardee has been selected.
6. Will the government provide SCI indoc and SAP read-ins on 13 Aug for all contractor personnel IAW the PWS 4.3.3?
A. They require TS before they can get the SAP access. The CTS will facilitate the SAP read-ins.
7. PWS states in 5.2.1.1 that TS/SCI and SAP/SAR access will be required for all personnel supporting this effort, however in 4.3.3 PWS states that SCI/SAP access for other than Key Personnel, will be as required for their specific duties. Do all personnel require SCI/SAP IAW with PWS 5.2.1.1 or just the Key Personnel and those whose duties require it?
A. All personnel require access. This was a copy paste oversight on my part.
8. Is Air Boss a correct role for a contractor to fill in such a mission critical exercise environment as Red Flag Alaska?
A. Airboss is a critical role and requires contractor support due to our manning. We currently have contractors filling this role during exercises with no issue.
9. What will be required of the Contractor to ensure this deadline? "the Contractor shall be responsible for immediately initiating the process for SCI and SAP access for all Key Personnel. The Government will facilitate this process. Full SCI and SAP access for all Key Personnel must be granted within 60 calendar days of contract award."
A. Due to timeline constraints, contractor personnel must possess current Top Secret (TS) eligibility at the time of award; TS is a prerequisite for SAP access. The exact processing steps and required forms will be dictated by the cognizant security office immediately following contract award. The Contractor's primary responsibility will be to submit all requested clearance verification data to that office without delay.
