About this file

This document is Special Instructions (SPINS) for RED FLAG-Alaska (RF-A), a military training exercise conducted in 2026. The SPINS establish rules, procedures, and coordination requirements for all exercise participants, including aircraft operations, mission planning, tactical administration, and engagement protocols.

The document provides comprehensive operational guidance covering exercise administration, mission planning protocols (air-to-surface munitions, time-on-target procedures, fuel planning, real-time effects planning, and live/virtual/constructive asset integration), flight administration procedures (flight plans, departure, airspace entry, altitude blocks, Mode 3A/C procedures, air-to-air refueling, range clearing passes, and recovery), and tactical administration (IFF/SIF modes, TACAN assignments, radio frequencies, mIRC communication channels, and datalink procedures). It details contingency operations including RED FLAG Knock-It-Off procedures, communications jamming protocols, weather holds, minimum force requirements, low fuel contingencies, and fallout procedures for various systems. The SPINS also address post-VUL training, debrief procedures with specific kill litany formats, standing rules of engagement (ROE) for air-to-air and air-to-surface identification and engagement, collateral damage estimates, and task definitions (INVESTIGATE, TARGET, SMACK). Additionally, the document includes appendices covering adaptive basing at Allen Army Airfield, authentication and SARNEG procedures, on-scene commander checklists, PR 15-line formats, Link-16 messaging standards, ATO change request procedures, real-time effects coordination, and weapons impact scoring systems. All times referenced use ZULU (Z) time, with days numbered consecutively excluding weekends.
