OFFICE OF ADMINISTRATION
Re: Solicitation No. RFP RRB09R004
Dear Prospective Offeror:
Accompanying this letter is a Request For Proposal (RFP) to furnish Security Guard Service for the U.S. Railroad Retirement Board (RRB) a federal agency headquartered in Chicago, Illinois - under the terms
| of | a competitively negotiated, fixed price contract, for one year with |
| seven | one-year options. |
Performance-based Acquisition (PBA) emphasizes objective, measurable performance requirements and quality standards. It requires all aspects of an acquisition be structured around the purpose of the work to be performed, not broad, imprecise statements of work which preclude an objective assessment of contractor performance. PBA also is designed to ensure that:
1. Contractors are given freedom to determine how to meet the government's performance objectives.
2. Appropriate performance quality levels are achieved.
3. Payment is only made for services which meet these levels.
Please note Section V.A.20, Page 44 regarding Central Contractor Registration (CCR).
If you are interested in providing this service for one year with an option for seven one-year extensions beginning July 29, 2009, you must submit an offer to the Board in accordance with the enclosed solicitation. In order to be considered for award your offer must be received by this office no later than 11:00 a.m. local time on June 1, 2009.
Electronic submissions will be accepted, however, an original signature on Standard Form 1449 or its equivalent is required.
Your offer must include the following documents:
• Solicitation/Contract/Offer for Commercial Items, SF-1449 signed by an official authorized to bind your firm to a contractual obligation (page 1).
| • | A Technical Proposal. (V.D.2.b., Page 73) |
| • | A Business Proposal (V.D.2.a., Page 74), including the |
Schedule.
• Offeror Representations and Certifications - Commercial
Items (FEB 2009) (V.G, Page 76) A full copy must be submitted with Business Proposal.

This solicitation does not commit the Government to pay for any costs incurred in the preparation and submission of offers nor does it commit the Government to award a contract. It is also brought to your attention that the Contracting Officer is the only individual who can legally obligate the Government to the expenditure of public funds in connection with this procurement. Please note that the terms "Government", "Board", "RRB", and "U.S. Railroad Retirement Board" which appear throughout the solicitation documents are synonymous and interchangeable.
Please note that included in the analysis will be a review of the past performance of the offeror. Vendor contract information will be submitted as a part of the technical proposal. The technical panel will obtain past performance data from these and other sources.
Questions pertaining to technical aspects of this procurement must be submitted in writing and received by this office in sufficient time to allow the timely transmission of written answers by solicitation amendment. To ensure this, we will only answer written questions received in this office no later than 11:30 a.m., May 7, 2009.
We will not furnish technical information over the phone or in person.
We strongly encourage offerors to make a thorough site investigation before submitting an offer. A walk-thru has been scheduled for May 5, 2009 beginning at 9:30 a.m. local time. No other walk-thru will be offered after this date. You may contact the Facility Manager, Mr.
Scott Rush at 312/751-4566 to confirm your attendance.
