About this file
This document provides details on a federal contract opportunity for unscheduled dry docking services for the NOAA Ship REUBEN LASKER. The National Oceanic and Atmospheric Administration seeks offers for dry docking the ship through solicitation number 1305M223QNMAN0180. Interested parties must provide dry docking, inspections, repairs, testing, and related work for the NOAA research vessel. The deadline for proposals is not specified in the attached file, which appears to be a PowerPoint presentation with further requirements and specifications. The anticipated award date and period of performance are also not outlined here.

NOAA SHIP REUBEN LASKER
Leak in Bossing Void 4-78-0
Status as of 16JUL23
Background The ship’s 5 year drydocking took place Feb – April 2023 and the ship was refloated on 17APR23.
Ship’s crew was alerted to a bilge alarm in the BOSSING VOID 4-78-0 on Thursday 06JUL23.
The void was pumped, the hatch cover opened, and the space was certified safe for entry.
Once inside a location of water ingress was discovered.
The current leak rate is estimated to be 2.5 gallons / hour.
Leak Investigation
The leak is a small hole located at FR-86 on the STBD OTBD side.
The leak is on an athwart ship bulkhead and is about ¾” away from the actual vessel shell plating.
The leak appears to be at a converging part of numerous welds forming on part of this structural framing.

Leak Investigation Continued
The leak location is shown as the RED mark on the drawing.
Due to the fact that the leak is away from the shell plating, it is believed that the leak is emanating from INACCESSIBLE VOID section shown in YELLOW on the drawing.
Due to water entering the BOSSING VOID from the INACCESSIBLE VOID, that would indicate that the INACCESSIBLE VOID is currently filled with water.
Current Theory The two options of why the INACCESSIBLE VOID area is filled with water is either potentially because the plug indicated on the same screen shot was not reinstalled after drydocking 2 months ago or there is some other hole in that area.
Either way there is still the hole from that inaccessible void into the BOSSING VOID 4-78-0.
The hole from the INACCESSIBLE VOID into the BOSSING VOID appears to be the result of an incomplete weld from original construction. There doesn’t appear to be a good weld penetration on the very corner where the leak is located.
LEAK VIDEO TO SHOW CONTEXT OF THE AREA
10JUL23 @1230 and
11JUL23 @1230
The INACCESSIBLE VOID is roughly outlined on the picture by the blue arrows.
Plugs located on the inaccessible void indicated by the green “X”s were checked and all are in place.
The entire sterntube bossing area in the picture was surveyed for damage with not issues discovered.
One plug on the top looked slightly different than the others and as a result a water cure epoxy was added to that plug.
INSPECTION DIVE
Patch Recommendation Patch originally applied on 12JUL23.
Product utilized is J-B Weld WaterWeld.
Product rated for 4,370 PSI.
Able to cure under water.
Leak stopped with original patch. ABS Surveyor recommends adding additional patching as per the photo on this page.
Final Patch Recommended Patch applied on 13JUL23.
No leaks.
Photo of the final patch completed as recommended.
Way Forward NOAA will begin the process of soliciting for a drydocking.
The process will take multiple weeks to complete and the actual drydocking would then be dependent upon drydocking availability.
Epoxy patch has been applied.
Present a mitigation plan to ABS and USCG.
Once all parties agree on the mitigation plan, hopefully continue operations until the drydocking.
Mitigation Proposal to ABS and USCG A. The pinhole leak location will be cleaned up and epoxy box patched.
B. Ensure zero leakage after the epoxy has cured.
C. Seal the hatch to the Bossing Void at all times while underway.
D. Upon returning to port after each underway period, open and inspect the leak area in the Bossing Void.
E. Ensure there is no status change to the leak area and there is still zero leakage.
F. Test bilge alarm and re-close hatch prior to getting underway again.
***Any status change would require reexamination of the mitigation plan.*** image1.PNG image2.jpeg image3.PNG image4.PNG media1.mp4 image5.png image6.jpeg image7.PNG image8.PNG image9.PNG
