About this file

This is a Levelized Cost of Energy (LCOE) Supplement spreadsheet designed to support financial analysis and evaluation of distributed wind turbine projects under the 2026 Competitiveness Improvement Project. The attachment serves as a calculation and comparison tool for assessing the economic viability of wind turbine development efforts across the thirteen topic areas outlined in the Statement of Work, including prototype design, manufacture, installation, component innovation, system optimization, certification, power electronics development, manufacturing process innovation, technology commercialization, and field validation.

The LCOE supplement functions as an appendix that enables proposers and evaluators to standardize economic analysis methodologies, particularly for determining the cost-effectiveness of distributed wind turbine technologies and power electronics innovations. By providing a structured framework for LCOE calculations, the spreadsheet facilitates consistent comparison of competing proposals and supports cost-benefit analysis for the Department of Energy's distributed wind turbine competitiveness improvement initiatives, ensuring that funded projects demonstrate clear pathways to market viability and competitive pricing within the renewable energy sector.

This spreadsheet contains values and formulas in locked cells that should not be changed. However, should any changes be made, please explain in the note section of the relevant sheet what changes were made and why. The password is Betz.

This tool was developed by the National Laboratory of the Rockies for use in completing the Levelized Cost of Energy (LCOE) Figure of Merit required in the CIP RFP.

Data should be entered, as appropriate, in the cells highlighted in GREEN. Failure to input the necessay data may result in inaccurate calculations or errors in the LCOE sheet.
