About this file
This is an Eligibility Verification form for the Distributed Wind Turbine Competitiveness Improvement Project, dated 9/8/2026.
The form establishes eligibility criteria for subcontractors seeking to participate in this federal initiative. Eligible subcontractors must be U.S. companies incorporated or formed as legal entities within the United States or its territories, with work expected to occur in the U.S. or U.S. territories unless otherwise justified and approved. The distributed wind energy technology—whether a wind turbine, component, or power electronics device—must already exist as a product, complete design, or conceptual design appropriate to the project scope. For component or power electronics development by manufacturers other than wind turbine manufacturers, the proposal must associate with an existing or in-development distributed wind turbine. Offerors must certify six key conditions: the turbine's primary output is electrical power; the offeror is a U.S. company; the technology is manufactured in the U.S. or the manufacturer actively serves the U.S. market using U.S. supply chain vendors; all hardware is new and not refurbished or remanufactured; the company maintains current relevant certifications and design standards; and all NLR-funded work occurs in the U.S. or U.S. Territories unless otherwise justified and approved. The form requires initials on each certification, signature, printed name, title, company, and date.

Attachment No. 3
Distributed Wind Turbine Competitiveness Improvement Project
ELIGIBILITY VERIFICATION
9/8/2026
An eligible subcontractor shall be a U.S. company located within the United States or its territories. A U.S. company is defined as a business incorporated or formed as a legal entity in the United States.
Work funded under this effort is expected to take place in the United States or U.S. territories unless otherwise justified and approved.
The distributed wind energy technology - wind turbine, component, or power electronics - selected by the Subcontractor must already exist as a product, a complete design, or as a conceptual design appropriate for the scope of the topic area. The company must be ready to take the design through the tasks set forth in the topic area task descriptions in the Statement of Work. If the proposed project is for the development of a component or power electronics device by the component/power electronics manufacturer who is not the wind turbine manufacturer, the proposal must be associated with an existing distributed wind turbine or one under development. All distributed wind energy technology designs meeting the qualifications set forth here are eligible for consideration in this effort.
For purposes of considering this Proposal, Offeror agrees to the following (initial each one):
Primary output of the distributed wind turbine will be electrical power
Offeror is a U.S. company
The distributed wind energy technology is manufactured (or intended to be manufactured) in the U.S. or the manufacturer is active in the U.S. market and uses U.S. supply chain vendors.
Provide location(s) of U.S. turbine manufacturing facilities or vendors:
Distributed wind energy technology hardware is all new, not refurbished or remanufactured
The company has all recent relevant certification and design standards.
Unless otherwise specified in the proposal, to the extent of my knowledge all work efforts funded by NLR will occur in the U. S. or U. S. Territories, unless otherwise justified and approved.
