About this file

This document is an Exhibit C for Competitive Solicitation No. K236 for Merchandise Installer services issued by the Washington State Lottery, seeking up to four vendors to install, remove, replace, and assemble lottery merchandise at retail locations throughout Washington state. The primary services involve installing or removing scratch ticket dispensers and display trays, potentially including countertop modifications and repairs, with potential storage requirements for large-scale projects. The solicitation uses a competitive bidding process with evaluation points awarded based on hourly rates for four different service categories, with lowest-cost bidders receiving maximum points.

The pricing structure requires bidders to submit hourly rates that include all costs, including travel, for each of the four service categories. Bidders must also provide comprehensive responses to seven qualification questions worth 10 points each, which assess the vendor's business capabilities, similar work experience, organizational structure, quality control processes, project management approaches, and geographical service capacity. The evaluation will consider both cost (30 points) and qualitative responses (70 points), with vendors required to demonstrate their understanding of intermittent lottery merchandise installation services and their ability to effectively serve the Washington State Lottery's specific installation needs.
