About this file

This document is Exhibit B - Performance Requirements for the Washington State Lottery's Merchandise Installer Request for Qualifications and Quotations (RFQQ236), seeking up to four vendors to provide merchandise installation services across the state. The scope of work involves installing and removing scratch ticket dispensers, signage, and promotional merchandise at various retail locations, with contractors responsible for providing tools, equipment, and skilled personnel to complete installations. Contractors must be available during specific access times, such as early mornings and evenings, to minimize customer disruption, and will be required to handle cleanup, document installations with before and after photographs, and coordinate with the Lottery's Contract Manager for project scheduling.

The performance requirements mandate that contractors undergo background investigations, provide personnel change notifications, and meet quarterly with the Lottery's Contract Manager to review work quality. Contractors will be expected to correct any unsatisfactory work within a reasonable timeframe determined by the Lottery, without billing for correction time. The Lottery will provide dispensers and merchandise, while contractors are responsible for transportation, potential temporary storage (at cost), and precise installation across designated service areas. Invoicing and payment are contingent upon completing installation agreements and submitting required documentation, including photographic evidence of installation completion.

Scope of Work The successful bidder (CONTRACTOR) will provide services and staff, and otherwise do all things necessary for or incidental to the performance of work, as set forth below:

· Provide installation of Scratch ticket dispensers within assigned service area/category. See category map.

· Provide installation of other merchandise, i.e. ceiling mounted signage, wall mounted signage, and installation of both indoor and outdoor signage and other promotional merchandise.

· The Lottery will provide dispensers, and/or other merchandise; however, the CONTRACTOR will provide all tools, equipment, and skills required to complete the job.

· The CONTRACTOR will provide temporary storage when needed for project work. The CONTRACTOR will charge the Lottery storage fees at cost only and will provide copies of both the invoices and receipts from the storage facility(ies).

· The CONTRACTOR must be available during specific access times (early mornings and evenings) at select retail locations to avoid customer interruption. Any cleanup and job site debris must be removed and disposed of by the CONTRACTOR prior to leaving the job site.

· The CONTRACTOR will pick up any dispensers and/or merchandise to be installed either from the regional office closest to the retailer’s location or the Lottery will have it delivered to the retailer’s location.

· The CONTRACTOR, upon request by the Lottery, will provide a picture of the installation location before the work is completed and another after the work is completed. Upon request by the Lottery, both pictures must be attached to the invoice and the Dispenser Installation Agreement Form submitted for payment.

· The CONTRACTOR will provide notification of changes in personnel. Personnel working on Lottery projects must have a background investigation completed by the Lottery prior to any work being started.

· Scheduling of large projects must be as accurate as possible, with the CONTRACTOR updating the Lottery regularly with any changes as they occur. Lottery’s Contract Manager will coordinate larger projects with the CONTRACTOR directly to develop a specific scope of work and deliverables.

Performance Measurements

· The CONTRACTOR shall ensure all work is completed as outlined in the Scope of Work above and under the direction of Lottery’s Contract Manager.

· If the CONTRACTOR’s work is not done to the satisfaction of the Lottery, the Lottery shall notify and give the CONTRACTOR a reasonable time period, as determined by the Lottery, to correct. The CONTRACTOR shall not invoice the time it takes to correct poor performance.

· CONTRACTOR and Lottery’s Contract Manager will meet quarterly to review work.
