About this file
This document is a cost proposal instruction exhibit for a Request for Quotes and Qualifications (RFQQ K14043) issued by the Washington State Department of Corrections to procure handgun optics. Bidders are required to submit detailed cost proposals covering all costs associated with the department's purchase of handgun optics over a five-year contract term. The cost proposal must include information regarding product warranty, service terms, delivery terms using Incoterms 2023, and delivery timeline. Bidders may submit cost proposals for each additional make and model of handgun optics that meet the specifications outlined in Exhibit C.
Pricing may be structured as a fixed price throughout the entire contract term or as a fixed price in the first year with an objectively verifiable formula for price adjustments in the subsequent four years, such as adjustments based on Consumer Price Index changes. Cost proposals must be presented in a clear, concise, and easy-to-read format and constitute a firm offer valid for two hundred and ten days following receipt, during which the Department of Corrections may accept the bid without further negotiation except where necessary to clarify key terms.

EXHIBIT D
COST PROPOSAL
INSTRUCTIONS
A Bidder must provide a cost proposal detailing all the costs associated with DOC’s purchase of the handgun optics during five years of contract term. As part of the cost proposal, the Bidder must also provide information regarding product warranty and service terms, delivery term (Incoterms 2023) and timeline. The cost proposal may be provided on a separate sheet, but must state the cost in a clear, concise, and easy to read manner.
For the price proposal, a bid could have a fixed price unchanged throughout the contract term, or start with a fixed price in the first year of contract term and provide an objectively verifiable formula (for example, a formula based on the changes in the Consumer Price Index) to determine any price adjustments (if needed) in the following four years.
A bidder may provide a cost proposal for each additional make/model of the handgun optics that meet the Handgun Optic Requirements (EXHIBIT C).
The cost proposal is a firm offer for a period of two hundred and ten (210) days following receipt, and it may be accepted by DOC without further negotiation (except where obviously required by lack of certainty in key terms) at any time within the 210-day period.
