About this opportunity
The Washington State Department of Corrections is requesting quotes and qualifications from vendors to supply approximately 1,000 handgun optics units under RFQQ K14043, with bids due July 1, 2026 at 4:00 PM Pacific Time and a pre-bid conference scheduled for June 16, 2026 via Microsoft Teams (RSVP by June 15).
The procurement seeks to identify one vendor capable of meeting technical specifications for qualified handgun optical sighting systems. Bidders must be licensed to do business in Washington State. The Department encourages participation by small businesses, veteran-owned businesses, and minority- and women-owned business enterprises with aspirational subcontractor inclusion goals of 5% in each category (Minority-Owned Businesses, Woman-Owned Businesses, Veteran-Owned Businesses, and Washington Small Businesses); these goals are voluntary, non-preference-weighted, and carry no minimum participation requirement.
Cost proposals must be valid for 210 days following receipt and may be structured as fixed price throughout the five-year contract term or as fixed price in year one with objectively verifiable price-adjustment formulas for years two through five (such as Consumer Price Index adjustments). Proposals must include product warranty, service terms, delivery terms using Incoterms 2023, and applicable Washington State taxes. Bidders may submit cost proposals for multiple handgun optics makes and models meeting the specifications in Exhibit C.
The initial contract term runs September 1, 2026 through August 31, 2031, with extension provisions available through written amendment. Total payment shall not exceed a specified dollar amount contingent upon performance standards outlined in the Statement of Work. The evaluation process prioritizes best value to DOC, considering vendor financial capacity, previous contract performance, technical quality, responsiveness to requirements, competitive pricing, and compliance with contractual terms. Testing will require sample shipment within five business days of notification at bidder expense. Written questions are due by June 17, 2026, with answers posted by June 22. Award is contingent upon funding availability. The successful bidder must register with the Department of Revenue within 30 calendar days of selection and complete Washington Statewide Vendor system registration for electronic payment.
