Ammunition Description & Evaluation Requirements

The Bureau of Prisons (Bureau) anticipates making a single award of an indefinite delivery, requirement type contract. However, the Bureau reserves the right to make multiple awards to the responsible quoter (s) whose quote conforms to the solicitation and will be most advantageous to the Government, Price and other factors considered.

If a quoter takes an exception to any solicitation terms and that exception does not meet the minimum requirements of the solicitation, the quote may be eliminated from award consideration. The Government reserves the right to conduct discussion but intends to make award on initial quotes. Quoters may not have the opportunity to submit a revised quote removing exceptions.

Each quoter’s submission will be evaluated against the three (3) factors detailed below. Quotes will be evaluated in a two (2) phased approach utilizing the following three factors:

Technical Past (Phase One) Past Performance (Phase Two) Price (Phase Two)

In Phase One of this two-phase evaluation process, the Government will evaluate the quoter’s Technical submissions and identify those quoters who are qualified for the requirement on an Acceptable/Unacceptable basis. If the submission does not meet the requirements, the offer will be rejected and no longer considered for award.

In Phase Two of the evaluation process, the Government will evaluate the quoter’s Past Performance and Pricing. Past Performance is investigated for the historical probability of the quoter meeting and/or exceeding solicitation requirements. Pricing is evaluated for its reasonableness.

Technical and Past Performance (non-price), when combined, are significantly more important than Price. As the evaluation of competing quotes in the non-price factors become more equal, the more important price will become in selecting the best value for the Government.

PHASE ONE- TECHNICAL EVALUATION

Technical The purpose of the technical evaluation is to allow the Government to assess the quoter’s ability to meet the requirements per the Description of Services/Supplies and the Request for Quote (RFQ). Technical will be evaluated on an Acceptable/Unacceptable basis for compliance with the requirements and specifications of this solicitation.

Quoters of .308 ammunition should take special note of the technical requirement of this solicitation. Each quoter of .308 ammunition shall provide twenty (20) sample rounds that are representative in every aspect of the ammunition the company shall provide should the contract be awarded. All quoters of .308 ammunition shall ship twenty (20) rounds in accordance with industry safety standards and shall be delivered through certified mail to:

Federal Bureau of Prisons Attn: Luke Ormandy 1131 Chapel Crossing Road Building 21 Glynco, GA 31524

A test of ten (10) rounds from the provided ammunition lot shall be tested utilizing a chronograph. The performance of these rounds, all components being of the same specification and true to the manufacturers design and establish ballistic coefficient, shall be based upon the mean velocity +/- 30 feet per second as measured at 15 feet from the muzzle of a commercially available bolt action rifle. Of the ten cartridges tested, a high and low velocity will be identified as well as the total deviation. Of the 10 cartridges tested, a mean velocity will be identified, and this mean velocity shall be used as the base velocity of the test. From this base velocity, any lot with cartridges exceeding the maximum deviation of +/- 30 feet per second shall be deemed unsuitable for meeting the contract standards.

Example: 10 cartridges tested: 01-2561 / 02-2543 / 03-2581 / 04/2556 / 05-2553 / 06-2553 / 07-2512 / 08-2544 / 09-2516 / 10-2544`

Fastest Velocity: 2581 fps Slowest Velocity: 2512 fps Total deviation: 69 fps Mean Velocity: 2546 fps

+/- 30 fps: 2576 fps / 2516 fps

As demonstrated, this ammunition would fail due deviation in excess of +/- 30 fps on both ends of the test.

All ammunition submitted for this solicitation shall become property of the Bureau upon receipt.

Under NO circumstances will ammunition be returned or permitted to be picked up.

All other caliber or gauge munitions are not required for testing at this time and should not be mailed to the Bureau. Salient Characteristics data sheets shall be provided with your quote and will be measured against the Specification Criteria.

PHASE 2- PAST PERFORMANCE AND PRICING

Past Performance The purpose of Past Performance is to allow the government to review the quoters historical probability of meeting the solicitation requirements. Each quoter will be evaluated on its performance under existing and prior contracts for the same or similar supplies/services. It is the quoter’s responsibility to provide the questionnaire to the contractors to complete and return to the quoter for submittal along with their quote.

A quoter’s past performance information shall include three (3) of the contractor’s most recent contracts occurring during the past five years that are like or similar, relevant, in nature to the services required in the Statement of Work. Contracts listed may include those entered into with the Federal

Government, agencies of state and local government, and commercial entities.

Quoters shall address any instances of past performance problems in the referenced contracts and explain how these problems were resolved. Failure by the quoter to satisfactorily explain past performance will have an adverse effect on the past performance evaluation. The Government may consider efforts performed by the quoter for agencies of the federal, state, or local governments and commercial customers as potentially relevant to the Past Performance evaluation. Where relevant performance record indicates performance problems, the Government will consider the number and severity of the problems and the appropriateness and effectiveness of any corrective actions taken (not just planned or promised).

Quoters should not provide general information on their performance on the identified contracts.

General performance information MUST be obtained from the references on the Past Performance

Questionnaire and submitted along with the contractor’s quote. Quoter’s without a record of relevant company past performance or for whom information on Past Performance is not available will not be evaluated favorably or unfavorably on Past Performance.

Past Performance Criteria.

There are five sub-factors to be rated:

1) Management Effectiveness

2) Quality and Workmanship

3) Timeliness/Adherence to Schedules

4) Training/Technical Support

5) Customer Satisfaction

Each sub-factor will be evaluated and all factors are equally important.

PAST PERFORMANCE RATING. The Government will assign an adjectival rating to each of the past performance factors, as well as assign an overall adjectival rating to the past performance area. The adjectival rating depicts how well the quoter meets the solicitation requirements.

Outstanding A highly acceptable rating is characterized as follows:

The past performance information indicated the quoter consistently met or often exceeded specified contract performance or capability. Any complaints were found negligible or unfounded. Information demonstrated quoter has past or previous contracts similar to complexity or magnitude within the past seven (7) years.

Good An acceptable rating is characterized as follows:

The past performance information indicated the quoter’s specified contract performance or capability was good. Any complaints or problems were minor and were adequately addressed.

Information demonstrated quoter’s has past or previous contracts somewhat similar to complexity or magnitude within the past seven (7) years.

Marginal A marginal rating is characterized as follows:

The past performance information indicated the quoter’s failed to meet the specified contract performance. Complaints/problems were numerous and significant. Information demonstrated quoter’s experience was neither relevant nor similar to current or previous contracts in relation to complexity or magnitude within the past seven (7) years.

Unacceptable An unacceptable rating is characterized as follows:

The past performance information indicated the quoter consistently failed to meet the specified contract requirements. Any complaints were many, significant, and left uncorrected. Information demonstrated quoter has not held contracts similar to complexity or magnitude within the past seven (7) years.

No Past Performance No Past Performance is characterized as follows:

Quoter has no record of relevant past performance, or information of past performance is not available. Past/current performance will be rated neither favorably or unfavorably.

Quoters shall complete the Business Questionnaire (Attachment V) and include as part of their submitted quote.

Quoters shall issue Bank Notification letter to perspective bank references from whom past performance information will be sought in an effort to determine financial responsibility. A sample Bank Notification Letter has been included (Attachment VI).

Pricing The quoter’s price will be a factor in the award decision. However, the Government reserves the right to make an award based on the best value to the Government (considering Technical and Past

Performance), to a quoter having other than the lowest price quotation. The BOP will evaluate the quoter’s price to ensure it is fair and reasonable. The quoter’s evaluated price will be assessed against the evaluation results of the Non-Price areas in conducting possible tradeoffs analysis and determining the best value to the Government.

Based on the evaluation ratings received in Phase One those quoters deemed technically acceptable move into Phase Two of the evaluation process. If the submission does not meet the requirements in

Phase One the quote will be rejected and no longer considered for award.

The Government reserves the right to award the contract to a quoter other than the quoter proposing the lowest price when the Government’s evaluation determines a proposal is significantly superior from a non-price standpoint and warrants payment by the Government of a premium. The Government reserves the right to conduct discussion but intends to make award on initial quotes.
