About this file
This is a Scope of Work document issued by the Rhode Island Department of Environmental Management for the Paddocks Project, a site remediation effort at 651 Narragansett Park Drive in Pawtucket, Rhode Island. The project involves the excavation, loading, transportation, and off-site disposal of contaminated soil from a 9.847-acre property (Plat 41, Lot 391) that was formerly part of the Narragansett Racetrack and industrial park. The soil contains concentrations of Total Arsenic and polycyclic aromatic hydrocarbons (PAHs) exceeding Rhode Island Department of Environmental Management residential and industrial/commercial direct exposure criteria. The scope of work is limited to soil disposal activities only, with an estimated 3,500 tons (approximately 2,500 cubic yards) of soil to be removed to a maximum depth of two feet. The project includes a non-mandatory prebid conference scheduled for March 24, 2026, at 10:00 a.m. at the site location. The contract time spans from July 1, 2026 (start of construction) through September 30, 2026 (final completion), with substantial completion targeted for August 1, 2026, representing a single mobilization with an anticipated duration of no more than eight weeks.
Bidders must submit unit pricing for soil disposal per cubic yard and include documentation of transportation logs and disposal weight tickets. The scope explicitly excludes soil pre-characterization, site preparation, permitting, grading, backfilling, and other remedial actions, which will be completed by Vanasse Hangen Brustlin, Inc. (VHB) under a separate Rhode Island Department of Environmental Management Remedial Approval Letter dated August 7, 2024. The contract includes $25,000 in allowances for unforeseen conditions, including underground storage tanks ($10,000), unidentified utilities ($10,000), and coordination efforts ($5,000). Liquidated damages are set at $100 per day. A minimum of 10 percent of the total dollar value must be awarded to Minority and Women Business Enterprise (MBE/WBE) contractors in compliance with Rhode Island General Laws 37-14.1. The project is funded through the Bipartisan Infrastructure Law, with the soil disposal contractor responsible for arranging facility payments and providing certificates of insurance and health and safety plans for all personnel.

TITLE: REQUEST FOR QUOTES – THE PADDOCK PROJECT
DESCRIPTION: The Paddocks Project has Site Remediation number SR-26-2119. The Site consists of 9.847 acres of land, identified as Plat 41, Lot 391, located at 651 Narragansett Park Drive in Pawtucket, RI. The Site is owned and being developed by the Blackstone Valley Development Corporation (BVDC). Planned redevelopment includes multifamily residential housing, consisting of eight (8) buildings with ninety-five (95) units for adults with disabilities, veterans, elderly residents, and others with low- to moderate- incomes.
Historically, the Site was located within the boundaries of the former Narragansett Racetrack, which was established no later than 1939 and was previously developed as the What Cheer Airfield. From approximately 1939 to 1978, the Site was utilized as a parking lot for the racetrack.
By 1981, the racetrack had been razed, and the area was redeveloped as the Narragansett Industrial Park, which has remained vacant commercial land. Environmental investigations have identified concentrations of Total Arsenic and polycyclic aromatic hydrocarbons (PAHs) in Site soils that exceed RIDEM Residential Direct Exposure Criteria (R-DEC) and/or Industrial/Commercial Direct Exposure Criteria (I/C-DEC). Soils were also analyzed for additional parameters, including pesticides, herbicides, PP-13 Metals, polychlorinated biphenyls (PCBs), volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), and total petroleum hydrocarbons (TPH). These additional parameters were reported by the laboratory as either Non- Detect, or below RIDEM R-DEC, I/C-DEC, and GB Leachability Criteria.
This Request for Quotes (RFQ) is limited to the excavation, loading, transportation, and off-site disposal of impacted soils, as well as the submittal of transportation logs and copies of disposal weight tickets only. This scope of work is a single mobilization and is anticipated to have a project duration of no more than eight (8) weeks. Other remedial actions including soil pre-characterization, preparation of a disposal facility application, and oversight shall be conducted by Vanasse Hangen Brustlin, Inc. (VHB) in accordance with the RIDEM Remedial Approval Letter (RAL) August 7, 2024.
The Remedial Action Work Plan (RAWP) associated with this project has been provided for reference, as well as the RAL describing the approved remedial actions. Upon soil disposal contractor selection (herein referred to as the soil disposal contractor), a meeting shall be held to discuss coordination between all parties.
This project will be funded by the Bipartisan Infrastructure Law.
SECTION A. BACKGROUND
2021-1.A Page 2 of 4 Revised 01/17/2023

This Request for Quotes (RFQ) is for the excavation, loading, transportation, and disposal of soil, and submittal of transportation logs and copies of disposal weight tickets in accordance with Section B below. Soil pre-characterization and preparation of a disposal facility application Site prep, permitting, observations and other remediation (e.g., capping) shall be completed by VHB in accordance with a RIDEM Remedial Approval Letter (RAL, received 8/7/2024)as specified in Section B. The RAL describes remediation at this site to consist of the following:
• Limited soil excavation of jurisdictional soils and proper off-site disposal to a licensed facility. Confirmatory sampling of all excavation areas shall be conducted in accordance with the Department’s Dig & Haul Policy. Should any jurisdictional soils remain on-site, soils; must be encapsulated by a Department-approved engineered control;
• Encapsulation of Site soils by a Department-approved engineered control consisting of a minimum of two (2) feet of clean fill or an equivalent level of protection (i.e., building foundations, one (1) foot of clean fill over a geotextile fabric, and/or four (4) inches of hardscape (asphalt or concrete) over six (6) inches of clean fill); and
• An Environmental Land Usage Restriction (ELUR) shall be recorded on the deed for the entire property (Plat Map 41 / Lot 391). The ELUR shall require the performance of annual inspections to document the status of the ELUR and the condition of the engineered controls. The ELUR shall also include a Department-approved post-remediation Soil Management Plan (SMP) which will address any future activities that may disturb on-Site soils. The ELUR shall be recorded for the entire property in the Land Evidence Records for the City of Pawtucket, and a recorded copy forwarded back to the Department within fifteen (15) days of recording.
