About this file

This is an addendum to Request for Quotation 26006234 issued by the Rhode Island Department of Transportation (RIDOT) for the procurement of extra heavy-duty trucks with utility bodies. The addendum addresses a comprehensive question-and-answer summary from the pre-bid meeting held on January 7, 2026, and clarifies specifications for 24 vehicles equipped with advanced electrical warning and lighting systems, console equipment, and utility body components. Key modifications include the removal of the power take-off provision requirement, replacement of a 180-amp alternator with a 220-amp alternator, specification of an 8-foot utility body with a SuperCab configuration, and detailed clarification on lighting component locations and mounting specifications including Whelen warning light systems, Liberty II light bars, and associated control systems. The addendum confirms that bidders may submit two separate bids with approved equals, that the upfitter may serve as the primary bidder if meeting all requirements, and that all delivery schedules shall be proposed by bidders rather than adhering to the original 120-day requirement stated in the solicitation.

The addendum provides detailed specifications for utility body features, including a master locking system for all cabinets and compartments with one key, specific C-Tech toolbox drawer dimensions, and requirements for a SpillTech SPKU-5 Universal 6-gallon spill kit. Additional clarifications address the inclusion of Motorola APX radio equipment with programming to be provided by RIDOT rather than the bidder, confirmation that chock blocks are not required, and specification that no additional branding graphics beyond conspicuity markings are needed. The document emphasizes that the lighting upfitter must be a Whelen Factory Trained Authorized Distributor and references attached documents providing detailed component locations and specifications. Responses to bidder questions were submitted between January 8 and January 29, 2026, with final answers provided by February 2, 2026.

With the level of complexity and potential dialog needed with some of the questions proposed, is RIDOT willing to holding another bid meeting (wither online or in person) to work through some of these questions?

The bid specifies a 6.0 Liter Minimum Gasoline engine AND a power take-off provision.

This combination is only available in a SuperCab Chassis Cab configuration with a 168" wheelbase and 60" Cab to Axle dimensions. The 60" Cab to Axle dimension requires a 9' Utility Body, not the specified 8' Utility Body.

Is the 8' Utility Body a must? Is the PTO provision a must? Please confirm the PTO provision is a firm requirement, which will force a 9' Utility body.

REMOVE - Power Take Off Provision, it is not required for this build.

Can one primary bidder offer (2) different bids? For example, one bid that is the product requested, and another bid with an approved equal that could have better pricing and lead times?

Yes, two separate bids can be submitted. Be sure to submit ALL the required supporting documents for the "approved equal" bid.

Bid states that there will be one primary bidder and that upfitters and partnerships will be managed through the primary bidder if awarded. Is there any objection to having the upfitter be the primary bidder as upfit can be more extensive than the chassis procurement.

If the primary bidder is the upfitter, that Company (primary bidder) needs to meet ALL requirements outlined including truck delivery, insurance requirements and full warrantee coverage including the chassis vendor, no exceptions. Refer to OSP Solicitation Questionnaire disclosures, ownership, certifications and acknowledgements.

Electrical Warning & Lighting (Cont.):

Please confirm part number or description of WCX Traffic Advisor. The "Arow Bar" description leads one to believe that the correct part number should be WX2255A6. If the intention is NOT to have an arrow like shape, the part number base should have a 2250 or 2250F.

500 V-Series with Oval Grommet mount. Where is the intended location for this light?

3. Are we missing a siren controller on this bid? All the components listed would need a CORE system. The assumption is part number C399 with a built in amplifier for the speaker would be used. Please confirm.

Electrical Warning & Lighting:

1. The bis lists information regarding switching, that the switches must be key powered with an indicator light. The bid also lists a CCTL5 controller. What is RIDOTs intention to control with presumable an OEM upfitter switch versus the CCTL5 control head?

2. Please assist in approximate locations of the following components. Photos of an existing truck would be beneficial:

(2) TLI3PC - Front grille?

(1) E68W - Presumably a work light, where is this intended to be mounted?

(1) PSPC3FCR - Assuming this is to be a strobe light. Location? Only QTY (1)?

Please list locations for both styles of M7 lights 54" Liberty II - Mounted to the roof or the Magnum Rack? Is there a V2V Module integrated into this bar?

SAK1 - Is there a specific location that RIDOT wants this speaker mounted in that the SAK1 is the bracket of choice versus a vehicle specific model (SAK6**)

Truck Delivery Schedule Bid requests (120) day delivery upon issuance of notice to proceed. Is RIDOT's expectation that all (24) chassis are already on the ground? Or is the intention to factory order the chassis from the OEM?

TRUCK DELIVERY SCHEDULE

REMOVE: 120 Days NOTE: All Bidders shall provide as part of their bid a schedule for delivery of all trucks to RIDOT.

Utility Body Questions

1. Minimum Requirements lists "all doors, compartments, and roll covers must lock for security". Is RIDOT looking for a "master locking" system (one customer supplied paster lock per side would lock that compartment's doors) for the utility body compartments?

2. Curbside Compartmentation, 3rd vertical lists a "4 Drawer CTech Toolbox". Our assumption is that we are maximizing the space of the vertical, is there a request/requirement on the drawer sizes? are all (4) drawers the same size?

Additional Equipment:

3. Can RIDOT confirm what their components of a "spill response kit" is

4. Is RIDOTs expectation that the Motorola APX will come pre-programmed? Will RIDOT be supplying the codeplug?

5. A common component in a DOT kit is Chock Blocks Is RIDOT looking for Chock Blocks?

If so, how many per vehicle?

6. Is RIDOT looking for branding graphics above and beyond the conspicuity markings listed on the bid?

1.) PAGE 4 of 14 MINIMUM REQUIREMENTS ADD: One key shall unlock and lock all cabinets, roll tops, and non Chassis OEM locks. 2.)

PAGE 5 of 14 CURBSIDE COMPARTMENTATION 3rd Verticle ADD: C Tech Tool Box inside drawer dimensions (HxDxW) are as follows : top drawer 2" x 10" x 10.5", second drawer from top 3" x 10" x 10.5", third drawer from top 3" x 10" x 10.5", bottom drawer 6" x 10" x 10.5". 3.)

PAGE 7 of 14 ADDITIONAL EQUIPMENT ADD: Spill kit shall be a SpillTech SPKU-5 Universal 6 gallon Spill Kit or approved equal. 4.) No, the Motorpolla APX shall be provided and installed as part of this bid.
