RFP26006231 – University of Rhode Island Computerized Maintenance Management System

This is a Request for Proposals (RFP) issued by the University of Rhode Island Facilities Operations Department seeking a single vendor to provide a comprehensive Computerized Maintenance Management System (CMMS) including software, implementation services, training, and technical support. The system must support asset management, work order tracking, service request management, preventative maintenance scheduling, mobile workforce integration, and GIS/map-based functionality across URI's three primary campuses (Kingston, Narragansett Bay, and W. Alton Jones) and off-campus locations, encompassing 316 buildings totaling approximately 5.6 million gross square feet and a diverse asset portfolio including 99 blue light phones, 403 security cameras, 82 elevators, 74 emergency generators, 364 fleet vehicles, and extensive utility infrastructure. The RFP was posted December 17, 2025, with a vendor question-and-answer period extending through December 30, 2025, at 2:00 PM EST and proposals due February 5, 2026, at 11:00 AM EST. The initial contract period spans three years from implementation start date with potential renewals for up to three additional three-year periods. All proposals must be submitted electronically through Ocean State Procures and include a completed HECVAT 4 assessment, technical proposal (limited to 25 pages), cost proposal, and ISBE participation documentation.

Technical proposals must achieve a minimum score of 28 of 40 points to advance to the interview and demonstration phase, with evaluation criteria including staff qualifications (5 points), vendor capability and capacity (10 points), implementation approach (10 points), and a requirements traceability matrix (15 points). Combined technical proposal and presentation scores must reach a minimum of 49 of 70 points to advance to cost evaluation, which carries a maximum of 30 points. Proposals scoring 49 or higher receive cost evaluation with the lowest-cost vendor receiving 100 percent of available cost points. ISBE participation earns up to 6 bonus points. Vendors must provide comprehensive insurance including general liability ($1,000,000), workers' compensation ($100,000), professional liability ($2,000,000), Technology Errors and Omissions ($5,000,000), and IT Cyber/Privacy coverage ($5,000,000). The system must integrate with URI's existing infrastructure including PeopleSoft/WorkDay (ERP), ESRI ArcGIS, Microsoft 365, and support Single Sign-On via Microsoft Entra ID. URI's current system is IBM TRIRIGA, deployed in 2003 and hosted on-premises with a 33GB production database, which experiences operational challenges including lack of real-time updates, integration difficulties, work order backlogs, and inconsistent data input. A 0.33 percent contract administrative fee will be withheld from vendor invoices effective January 1, 2026.

RFP26006231 - AGENCY SOLICITATION SPECIFICATIONS

TITLE: UNIVERSITY OF RHODE ISLAND COMPUTERIZED MAINTENANCE

MANAGEMENT SYSTEM

DESCRIPTION:

The University of Rhode Island (URI) Facilities Operations Department is seeking proposals for a Computerized Maintenance Management System (CMMS) that includes software, implementation services, training, and technical support from a single vendor to serve URI’s campus. The University’s goal is to select and implement a CMMS that will maximize operational efficiency, simplify inventorying of assets, support scheduling of preventative and annual maintenance of assets.

The department seeks a system that supports asset management, work order tracking, service request management, preventative maintenance scheduling, mobile workforce integration, and GIS / map-based functionality.

The system should be flexible, user-friendly, and fully integrated to improve efficiency and support informed decision-making as the university grows and asset management becomes more complex. It must be easy to use for a wide range of staff and offer technical support through email, phone, and remote assistance. A cloud-based system is preferred.

SECTION A. BACKGROUND

The University of Rhode Island (URI) is the state’s flagship public research institution enrolling about 14,000 undergraduate and 2,300 graduate students. With several campuses across the state- including the main Kingston campus, the Narragansett Bay Campus, and the W. Alton Jones Campus- URI serves as a hub for higher education and research in Rhode Island. Home to roughly 6,000 residential students, the University supports a vibrant campus community with an extensive network of residence halls, apartments, and dining facilities.

In 2025, the University of Rhode Island earned the prestigious R1 designation in the Carnegie Classification of Institutions of Higher Education, recognizing its significant contributions to research, innovation, entrepreneurship, and public scholarship. This distinction placed URI among the top 4.8% of degree-granting postsecondary institutions in the nation. In 2024, the Wall Street Journal ranked URI the number one public university in New England and the 35th-best public university nationally.

URI maintained its top regional ranking in 2025 and rose to 34th nationally among public universities.

2023-1.v2.04222024 RFP – Agency Solicitation Specifications Page 2 of 9 Revised 4/22/2024

This growth and recognition underscore the importance of maintaining reliable and efficient infrastructure to support the University’s academic, research, and residential needs across its campuses. To achieve this, URI relies on a computerized maintenance management system (CMMS) to coordinate maintenance activities, process work requests, and track a diverse portfolio of assets ranging from building and mechanical equipment- such as emergency generators and boilers- to research vessels, vehicles, piers, and utility infrastructure.
