About this file

This is a Cost Proposal attachment for RFP26006231 issued by the University of Rhode Island Facilities Operations Department in partnership with the State of Rhode Island Division of Purchases for the procurement of a Computerized Maintenance Management System (CMMS). The RFP solicitation was released on December 17, 2025, with proposals due February 5, 2026, at 11:00 AM EST, and a vendor question-and-answer period running from December 17, 2025, through December 30, 2025, at 2:00 PM EST. The project encompasses comprehensive CMMS software, implementation services, training, and ongoing technical support designed to optimize asset inventory management and support preventative and annual maintenance scheduling across URI's campus. The initial contract period spans three years from the implementation start date, with potential renewals for up to three additional three-year periods contingent upon vendor performance and fund availability.

Vendors must submit a firm fixed price cost proposal structured to include implementation costs covering planning, discovery, design, development, deployment, and project management phases, with detailed deliverables specified for each phase. The proposal requires separate pricing for licenses (one-time purchase and annual renewal options for Year 1, 2, and 3), maintenance and support, and hosting fees, with cloud-hosted solutions preferred over on-premises alternatives. Additionally, vendors must provide a rate card itemizing hourly labor rates for various roles including Project Manager, Developer, Business Analyst, QA Analyst, UI/UX Designer, Solution Architect, Infrastructure Engineer, GIS Specialist, Integration Specialist, Asset Management Specialist, IT/Security, Trainer, and other roles as needed, along with year-on-year escalation percentages. All quoted costs must include travel and accommodations for on-site meetings. A 0.33 percent contract administrative fee will be withheld from vendor invoices effective January 1, 2026. Cost scoring will be proportional, with the lowest-cost vendor receiving 100 percent of available cost points. Vendors must also demonstrate Inclusive Small Business Enterprise (ISBE) participation and maintain comprehensive insurance coverage including general liability ($1,000,000), workers' compensation ($100,000), professional liability ($2,000,000), Technology Errors and Omissions ($5,000,000), and Information Technology Cyber/Privacy coverage ($5,000,000).
