Award will be made to the lowest-priced technically acceptable offeror based on evaluation of the two lowest-priced offers first; if both are technically acceptable, the lowest offer wins without further evaluation of other submissions.

The 375th Contracting Squadron (PKB1) at Scott AFB, IL is contemplating an award for hotel accommodations and meeting space to support the United States Transportation Command (USTRANSCOM) International Logistics Symposium (UILS), scheduled for 21-26 June 2026.

We require a partnership with a hotel that can meet the specific needs of our international participants. The government intends to issue an award to a responsible offeror who provides an offer meeting the requirements of the acquisition.

This is a commercial purchase using Revolutionary FAR Overhaul (RFO) Part 12. The following information, as required per RFO 12.202(b)(1) applies:

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation.

Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA440726Q1111 is issued as a Request for Quotation (RFQ).

This acquisition is being solicited as a Full & Open Competition via SAM.gov solicitation under North American Industry Classification System (NAICS) code 721110 – Hotels (except Casino Hotels) and Motels. The small business size standard for NAICS 721110 is $40 million dollars. The Product Service Code (PSC) is V231 - transportation/travel/relocation-travel/lodging/recruitment: lodging, hotel/motel. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(iii) Description of requirements:

USTRANSCOM is seeking a single hotel that can meet the following requirements:

1. Event Dates:

• Check-in: Sunday, 21 June 2026

• Check-out: Friday, 26 June 2026

2. Lodging & Room Requirements:

• Initial Room Block: 40 single-occupancy guest rooms.

• Additional Rooms Option: The ability to add up to 25 additional rooms to the block, with a final room count to be confirmed by Friday, 5 June 2026.

• Breakfast: Daily breakfast must be included for all guests within the contracted room rate.

• Guest Amenities: All guests require access to free in-room Wi-Fi, a business center with computer and printer access, and a lounge area suitable for networking.

• Proximity: The hotel must be located within a 15-minute drive of the Duane Cassidy Conference Center on Scott Air Force Base, IL.

• Nearby Amenities: The property should be within a ¼-mile walking distance of various food and shopping venues. Alternatively, the hotel must provide a complimentary shuttle service for all guests.

• Bus Accommodation: The hotel must have sufficient space to accommodate a 44-passenger bus for daily guest pick-up and drop-off.

4. Meeting Space:

• Requirement: A private meeting room to accommodate 75 attendees with chair-only seating (no tables, refreshments or audio-visual equipment needed).

• Date and Time: Monday, 22 June 2026, from 0900 to 1000 (1 hour).

5. Billing & Payment:

• Payment Method: All rooms will be paid for via a single government contract.

• Guest Payment: Guests will not be required to provide personal credit cards at check-in.

• Charges: The contract will cover nightly room charges and applicable taxes only. No additional charges (e.g., room service, food, snacks, etc.) will be permitted.

• Damages: Any damages to hotel property will be handled via a separate, itemized bill.

(iv) Solicitation Provisions

52.212-2 Evaluation—Commercial Products and Commercial Services.

Evaluation—Commercial Products and Commercial Services

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

The Government will organize the quotes based on the price from lowest to highest and will evaluate the technical approach of the two lowest priced offerors first. If the two lowest priced offerors are technically acceptable, then the lowest offer represents the best value for the Government and the evaluation process ceases at this point. If one of the offerors is technically inacceptable, then the next lowest offeror will have their technical approach evaluated, and this will continue until the government has two technically acceptable offerors or runs out of offers to

evaluate. At that point, award shall be made to the lowest priced technically acceptable offeror without further consideration to any other offers.

The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government. Interchanges are fluid interaction(s) between the CO and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(v) Contract Clauses –

Ombudsman

a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

b. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

c. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Robert Surrey, 510 POW/MIA Drive, Scott AFB IL 62225-5022, 618-229- 0182, robert.surrey.1@us.af.mil of AFICC/KM. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

d. The ombudsman has no authority to render a decision that binds the agency.

e. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
