About this file

This is a Memorandum for Record documenting an amendment to the UILS 2026 Statement of Work (SOW) for federal contract FA440726Q1111, issued by the Department of the Air Force Headquarters Air Mobility Command on 28 March 2026.

The amendment addresses three key policy areas for hotel accommodations for international guests. First, regarding incidentals (such as room service), the SOW explicitly states that the USTRANSCOM contract will not cover these charges; guests must pay for incidentals in cash, and UILS Points of Contact will brief guests on this policy at check-in. Second, concerning payment methods, the amendment expands language to accommodate international guests who may lack major credit cards. Third, the damages liability policy has been shifted from USTRANSCOM to the guest's country embassy. Under the amended terms, if property damage occurs, the hotel must generate a detailed report describing the damage, its cause, and itemized costs, which will be forwarded to the guest's respective country embassy for resolution and payment. The MFR serves as the official record of the transition from the original draft SOW terms to the finalized requirements. Questions regarding this amendment should be directed to SSgt Danny Alamin, the Contracting Officer, at danny.alamin@us.af.mil.

MEMORANDUM FOR RECORD

FROM: 375 CONS/PKB2

SUBJECT: FA440726Q1111 Amendment to UILS 2026 Statement of Work (SOW) – Hotel Check-in, Incidentals, and Damages Policies

1. PURPOSE: To document the amendment of the UILS 2026 SOW regarding hotel payment methods, incidental charges, and property damage liability based on updated customer requirements.

2. BACKGROUND: A review of the original SOW language identified a need for expanded verbiage to accommodate international guests who may lack major credit cards and to clarify the financial responsibilities of the US Government versus the individual guests and their respective embassies. The customer provided clarifying instructions which have been incorporated into the finalized SOW.

3. Incidentals: The SOW now explicitly defines incidentals (room service, etc.) and states the USTRANSCOM contract will not cover them. It establishes that guests will pay for these in cash and that UILS POCs will brief guests on this policy at check-in.

4. Damages Liability Shift: The original SOW stated damages would be billed to USTRANSCOM for settlement. The amended SOW expands on this liability. If damages occur, the hotel must generate a detailed report (describing the damage, cause, and itemized costs), which will now be forwarded to the guest's country embassy for resolution and payment.

5. CONCLUSION: The SOW has been updated to reflect these terms. This MFR serves as the official record of the transition from the original draft SOW terms to the finalized requirements.
