About this file

This is a Request for Quotation (RFQ) issued by the West Virginia Department of Health and Human Resources, Bureau of Children and Families, Tucker County office, soliciting bids to establish a contract for snow and ice removal services. The scope of work includes plowing and deicing of the parking lot and sidewalks surrounding the Tucker County WVDHHR BCF office building. Snow removal must be completed by 6:30 AM each morning following a snowfall, Monday through Friday, excluding state-recognized holidays. For snowfalls occurring after 6:00 AM, the vendor must respond within two hours if accumulation reaches one inch or more. The contract document does not specify application deadlines, award dates, or contract term length. Bidders must document a minimum of two or more years of experience providing snow removal services, and all equipment operators must maintain valid driver's licenses appropriate for their equipment type.

Reimbursement is structured according to National Weather Service-determined snowfall totals across seven categories ranging from under 2 inches to over 24 inches. Salting and ice melt treatment using urea-calcium chloride must be applied immediately after plowing. The contract will be awarded to the vendor providing the lowest overall grand total cost. Vendors must complete the pricing page in full, including quantity, job/occurrence rate, and total amounts, with failure to complete the entire form potentially resulting in bid disqualification. The contract is covered in part or in whole by federal funds, and all bidders must acknowledge and adhere to federal procurement provisions. The vendor is responsible for all mileage and travel costs, which should be incorporated into the quoted rate rather than billed separately.
