An RFP will be issued to the most highly qualified firm to perform the required services. If a reasonable negotiated price cannot be attained, then an RFP will be sent to the next most highly qualified contractor.
Notice to Offerors: This is a Request for Qualifications and is not to be confused with a Request for Quote or Request for Proposal (RFP). This is a request for Standard Form (SF) 330 Architect-Engineer Qualifications packages only. All information needed to submit SF330 documents is contained herein. No solicitation package, technical information, or bidder/plan holder list will be issued. 2. The planned services in this contract include the following:
a. Title I services include development of 100% design documents issued for Construction.

3. The Government intends to hold discussions with at least three of the most highly qualified firms to clarify the Contractor’s proposed execution method and capacity for this contract. Offeror response to discussions will be considered in making the contract selection decision.
4. In accordance with FAR 36.602-1 Selection Criteria, DFARS 236.602-1, and DFARS PGI 236.602-1(a)(4), the intent is to make the selection decision based on the Primary Selection Criteria below.
a. Specialized experience and technical competence in the type of work required.
Contractors will provide project experience profiles for no less than two (2) projects completed within the last five (5) years, demonstrating how each participating firm has completed highly relevant design contract that demonstrate adequate technical expertise to perform this contract. All submitted projects must at a minimum demonstrate the design was subject to UFC 1-200-1, DoD General Building requirements.

Contractors must submit qualifications for only Project Manager(s) proposed for the contract, showing firm affiliation, education, licensure or registration including state, years of experience, and relevant Project Management experience for projects of similar scope and complexity. The Government does not require more than a single Project Manager on this contract. If more than one Project Manager is proposed for the work, the contractor will include narrative justification for the redundancy and identify the job roles for each. Personnel planned for staffing this task order will meet or exceed the minimum qualifications identified for Key Personnel in the SOO.

Offeror must not respond to the RFQ with estimated timelines or a task order specific recommendation of a POP. Such information will be gathered during Discussions only.

Candidates shall provide performance reports for all projects submitted in Section F and include the following information for each project: contract/task order number, project title, prime firm, start date, and complete date. Evaluations may also include additional performance-related information from the firm, customer inquiries, Government databases, publicly available sources, additional projects in CPARS, and other information available to the Government, including communications with points of contact in other criteria.
5. Prospective Offerors MUST comply with DFARS provision 252.204-7019, Notice of NIST SP 800-171 DoD Assessment Requirements.
Notice to Offerors: Contractors not registered in the SPRS system will be considered disqualified.
6. Evaluations will be broken down into two phases as follows:
a. Phase I consists of the initial evaluation of the provided SF330s and determination of the highest rated firms. A minimum of three of the highest rated firms will then be shortlisted and invited to continue with Phase II of the process. All firms not shortlisted will be notified at this time.
b. Phase II consists of holding discussions with the shortlisted firms and selection of the top ranked firm. Based on the results of the discussions held, the highest rated firm will be selected to receive the solicitation and negotiations will be conducted with them. A site visit will be authorized at the firm’s request during the negotiation process. Award selection will be made based on the successful negotiation of rates and fees for the project. If negotiations are not successful with the highest rated firm, they will continue with the next highest rated firm, and so on until award can be made.
