About this file

This is a Planning Charrette Report (PCR) template document for military construction (MILCON) projects at Air Force installations. The template provides comprehensive guidance for documenting project requirements, scope, cost estimates, and design parameters for either PCR I (initial planning effort) or PCR II (detailed planning conducted after MILCON Working Group approval). The document establishes mandatory sections for PCR II submissions, with certain sections highlighted as mandatory for PCR I efforts, and instructs planning teams to replace all italicized instruction text with project-specific narratives using clear, concise language and active voice.

The template encompasses seven primary parts covering introduction and project overview; primary facilities including site selection, user requirements, space analysis, and parametric design analysis by building system; supporting facilities and site/civil infrastructure; equipment from other appropriations; environmental and accessibility considerations; cost estimation methodology; and required appendices. Key design analysis sections address structural systems, architectural standards, mechanical/electrical/plumbing services, anti-terrorism and force protection requirements per UFC 4-010-01 and UFC 4-020-01, sustainability requirements per UFC 1-200-02, airfield geometrics and pavement design, and utility infrastructure. The template requires identification of all project participants, compliance with applicable criteria documents (UFCs, AFIs, ETLs), documentation of waivers or exemptions needed, and detailed cost estimates developed using PACES software with appropriate area cost factors and escalation rates. All narrative must be supported by site plans, concept sketches, parametric cost estimates, sustainability scoresheets, and meeting documentation included as appendices.

EDITING INSTRUCTIONS

The Planning Charrette Report (PCR) primary purpose is to clearly identify all the project requirements and associated scope. This template is intended to be used as either a PCR I or PCR II. The PCR I is the first significant planning effort executed by the installation either in-house or via contract to develop the first draft Department of Defense (DD) Form 1391. The PCR II is conducted once the MILCON Working Group has determined the project is worth further definition, and is usually executed via contract through a design agent. All sections of this report are mandatory for development of a PCR II. Only those sections with headings highlighted blue are mandatory for a PCR I, though all section should be evaluated for significant impacts to scope.

Red text indicates fill in the blank portions. Delete ALL italicized text and replace with narrative as appropriate. Italicized text contains notes to the planning team intended to aid the completion and documentation of the planning effort. Note that this template should not be considered a one-size-fits-all document. It is intended to outline standard activities for all planning efforts and highlight key activities and criteria that can have impacts on functionality, cost, schedule, and scope. Planning teams are encouraged to add sections as deemed appropriate in order to improve the level of definition and fidelity in costing.

Narrative must use clear, concise wording, succinctly stating requirements. Write in a direct, active voice with simple, concise sentences. Avoid ambiguous, indefinite terms. Use the word “must, will and shall” only as necessary where criteria is mandatory. “May” and “should” are used to convey a discretionary option or recommendation respectively. Any mandatory requirement must be accompanied with identification of the source criteria so that it can be referenced during future efforts.

INTRODUCTION

Purpose of PCR This Planning Charrette Report (PCR) documents the validation process for project(s) Project Title at XXXXX Air Force Base (AFB), XX. Contractor Name was contracted by the Air Force Civil Engineer Center (AFCEC) or other agent under contract #####, Task Order ####, to validate the scope, requirements and cost for subject project. The objective of the effort is to clearly define and confirm project requirements, scope, cost and criteria.

The XXXX Team first reviewed the AF 332/statement of work/draft DD 1391(s) provided by the user/in the request for proposal. An orientation teleconference was conducted on date to inform project stakeholders about what to expect during this process. Additional project information was obtained from XXXXX prior to an on-site charrette conducted dates. During the charrette, a visual inspection of the project site was performed. This report documents the findings and subsequent analysis of requirements.

Project Overview Purpose and Scope Include project title, project number, installation name, fiscal year for design and/or construction, host command, requiring command, the current acquisition strategy and rationale behind the selected strategy. Include category codes, square footage of renovation, square footage of addition, programmed amount, facility need date. The category codes listed must coordinate with those established in the real property records in ACES-RP/Trirega for the future facility. Include a description of all past efforts to develop or otherwise execute the requirement including any in-house government or A-E products. Include all basic information that would be found in blocks 1 through 8 of the DD 1391.

Description of Proposed Construction Provide an overview of the proposed facility and basis of the parametric design. Include major area categories (i.e., admin, shop, storage, etc.), number of stories, system types/materials, associated demolition work, and relationships with any nearby facilities. This section should support completion of block 10 of the DD 1391.

Analysis of User Requirements Provide a narrative explaining the project goals and objectives, and a summary of the mission activities it will support; narrative should support the “Requirement” section of the DD1391 block 10. Discuss existing conditions and deficiencies as well as any previous efforts to address these deficiencies, such as temporary solutions or work-arounds; narrative should support the “Current Situation” section of the DD1391 block 10. Provide a summary of other alternatives explored during the Economic Analysis or Wavier to Economic Analysis and describe the reason for selecting this alternative. Provide a narrative explaining how the results of the user interviews and needs assessments correlate with the programming data given in the draft DD 1391. This section should support completion of block 11 in the DD 1391.

Cost Estimate Provide a summary of the cost estimate produced by PACES, highlighting the programmed amount, contract cost, costs from other appropriations, etc., with costs segregated by work classification and funding source if appropriate. Include discussion of any value engineering efforts conducted as part of this effort. If the planning effort resulted in a change in the cost since the last planning effort, explain the change and provide adequate justification to support adjusting programming documents.

Outstanding Issues and Recommendations Ideally, this planning effort should resolve all planning level issues across all stakeholders. However, if any issues remain unresolved, provide an explanation of the issue and recommendations for resolution. Key issues would include conflicts between stakeholders, conflicts with criteria, ambiguous requirements, overly prescriptive design preferences, etc. Resolution must ensure compliance with Air Force applicable criteria. Although discouraged, if a stakeholder desires a waiver or exemption, identify it here and provide draft justification; clearly identify the applicable criteria and the specific waiver/exemption process identified in that criteria. If a waiver or exemption has already been approved, attach it to this document and/or refer to where it is recorded.

PRIMARY FACILITIES

Site Selection and Development Provide a site plan that shows the (proposed) approved site for the project as identified in the Installation Development Plan (IDP) and/or Area Development Plan (ADP). The site should be approved by the installation Facilities Board prior to accomplishing a PCR II in order to prevent late changes to the project scope and impacts to the FYDP. Explain the project's functional relationships to surrounding facilities and how this project may affect the surrounding area, such as future siting options, traffic or utility service requirements. Identify and show on the plan any other projects planned in the near vicinity over the next five years (title and FY) or sited nearby. If any changes are proposed from the approved site, clearly document how the proposal varies from the approved, ensure compliance with AFI 32-7062, and coordinate with the installation community planner.

Opportunities Highlight any site considerations identified in the IDP, ADP, or by the planning team. Consider the following: existing open space, topography, vegetation, tree cover, views, prevailing winds, solar orientation, local climate, site access, anticipated growth and expansion, and separation of auto, pedestrian, and service traffic.

Constraints Note any restrictions impacting the site such as: explosive quantity-distance criteria; site plan approval by the DoD Explosive Safety Board where required; emergency/fire equipment access; AICUZ noise criteria and/or compatible use zones; building height limitations; set back criteria from roads, airfield surfaces, etc.; environmental contamination; public utilities; established pedestrian and vehicular traffic patterns; other elements as appropriate. If site is near an airfield, identify any pertinent restrictions such as accident potential zones, clear zones, transitional surface, building restriction lines, wingtip clearance, etc.

User Information and Space Analysis This section should identify the mission/user requirement, not the proposed facility solution; i.e. what does this facility need to do? Develop a narrative describing user function and mission operations as required for each primary facility and identify any functional relationships considered key to project success.

Facility Description:

Briefly describe each facility contained in the project and any existing facilities impacted by an addition. Describe any spaces or relationships that are key to achieving project success. The PCR should not dictate a floor plan, but provide the designer a sense for the space and adjacencies required by functional type.

Space Analysis Provide a space analysis that follows requirements in AFMAN 32-1084 for the appropriate facility type. Coordinate all applicable criteria/requirement documents such as UFCs, AFIs, etc. as required in AFMAN 32-1084. Expand the below table or attach additional sheets as needed to comply with the appropriate space analysis methods in order to fully justify the space requirements on the draft DD 1391. For airfield or infrastructure projects, provide a site plan that adequately depicts the geometrics needed to satisfy the mission. IAW AFI 32-1021, the objective is to deliver “right sized,” flexible, quality facilities at the lowest life cycle cost basis to support the mission.

Concept Sketches Provide relationship/adjacency diagrams (preliminary floor plan), and concept exterior elevations as applicable in this section. Include in the appendix any other viable alternatives considered during the development sessions. All alternatives must comply with space authorization limits or less, solve functional requirements, and demonstrate distinctly different conceptual approaches Parametric Design Analysis This section is intended to give a conceptual level descriptive narrative by building system and generally follows the Uniformat structure in order to coordinate with and facilitate development of the cost estimate. For a detailed structure breakdown to assist in evaluating potential system requirements, refer to UFC 3-745-05, Appendix D, or the Whole Building Design Guide: http://www.wbdg.org/ffc/va/cost-estimating/tri-service-mod-uniformat.

Information is provided in this section primarily to inform the cost estimate and not to make final design determinations. Accordingly, do not use a prescriptive tone in describing notional design features or assumptions made for cost estimating purposes; i.e. items that require design effort to make final design decisions. For instance, mechanical systems cannot be confirmed until a life cycle cost analysis is performed IAW UFC 3-410-01. However, if specific assumptions were made to inform the cost estimate, ensure they are explained here with particular emphasis on assumptions that could have significant impacts on scope and cost if changed later in the design process. For instance, changing the exterior wall construction could affect site development due to ATFP standoff requirements.

Structural Substructure General Requirements:

Outline the anticipated foundation system and basement requirements if applicable. Describe any special considerations due to extreme geotechnical issues not typical of the area. Also include a description of considerations for unique user requirements, such as special slabs or foundations for sensitive laboratory equipment.

Superstructure and Roof General Requirements:

Outline structural loads to be designed for, such as dead, live, partition, seismic, and wind loads. Report structural Risk Category and Seismic Design Category. Provide a brief narrative description of the conceptual structural lateral and gravity load resisting systems.

Structural Modifications and Repairs:

For existing structures, describe impacts of addition or modification to existing structural system. Describe any proposed changes to the existing structure, including both changes to the gravity and lateral load systems. Describe any distress or deterioration observed that is to be addressed by this project.

Seismic Design Requirements:

Identify the seismic design category, and identify which non-structural components, if any, in this scope of work will require seismic bracing. For existing facilities, evaluate triggers for seismic evaluation as mandated by UFC 3-310-04 Seismic Engineering. Triggers vary based on Seismic Design Category and Programmed Amount (PA) to Facility Replacement Cost (FRC) ratio, but may either be not required, required if PA>30% FRC, or required if PA>50% FRC.

Structural Antiterrorism Requirements Indicate whether blast hardening, progressive collapse, support of architectural loads, and structural support of windows, doors, and skylights must be analyzed in the design. For an addition, identify whether the addition is to be structural separated from the existing facility.

Special Structural Requirements:

Address any additional structural design criteria or design requirements, such as ice loads, wind borne debris region, hangar door design, tornado shelter design, etc. Report any serviceability criteria such as vibration limitations or facility movement tolerances must be addressed. Consider any critical tolerances for the user’s mission or equipment; sensitive laboratory equipment; cranes; heavy user equipment.

Architectural Per SAF/IEE Memo “Policy on use of Air Force Corporate Facilities Standards and Standard Designs” dated 09 May 2016, the planning team must ensure compliance with the Air Force Corporate Facility Standards (AFCFS): http://afcfs.wbdg.org/. USAF Prototypes and Standard Designs must also be reviewed for applicability to the project and can be used as a starting point for concept sketches: http://www.wbdg.org/ffc/af-afcec/prototypes-standard-designs.

Exterior Enclosure and Roofing Provide a brief conceptual level narrative description of these building components. Note how AFCFS and Installation Facility Standards (IFS) may impact the scope and cost. Document any special user requirements. Consider any sound attenuation requirements and consult the latest Air Installations Compatible Use Zones (AICUZ) report; include required STC ratings if known.

Interior Construction, Stairs, and Finishes Provide a brief conceptual level narrative description of interior construction. Note how AFCFS and IFS may impact the scope and cost. Document any special user requirements. Consider any sound attenuation requirements and include required STC ratings if known.

Accessibility:

Describe accessibility requirements for each facility or facility type. If proposal is to consider the facility able-bodied personnel only, provide justification. This option should be weighed carefully against AFI 32-1023 requirements to build facilities with the flexibility to accommodate changes in use with a minimum expenditure of resources. The fact that the current user consists of only active duty personnel is rarely adequate justification.

Secure Compartmented Information Facility (SCIF) Indicate type, including open, closed, continuous operation, etc. Include Special Security Officer SSO name and contact information in the list of Project Team members.

State Historical Preservation Office Review Indicate the registry (state, national, other) the facility is listed on and a base POC. If known, list any constraints or additional requirements this will put on the project scope.

Installation Facility Standards:

Describe any local standards that would be considered unique and could impact costs.

Services Conveying Describe any anticipated conveying systems such as elevators, cranes, escalators, etc.

Plumbing:

Briefly describe the plumbing requirements. Consider special requirements for industrial and maintenance operations. Describe any anticipated unusual fixtures, domestic water, or waste water requirements.

HVAC Systems:

Briefly describe the heating, ventilation, and air conditioning systems requirements. Include discussion of energy sources and control systems. Provide performance based criteria/requirements. Listing feasible system options for designer consideration is acceptable as supplemental information. Identify any base preferred systems where appropriate. Note that although systems can be identified now as preferred or conceptual, UFC 3-401-01 requires a life cycle cost analysis be conducted during the design process to select the system with lowest life cycle cost alternative.

Unusual ventilation: Describe user operations/equipment that drive the requirement such as fume hoods, corrosion control hangars, etc. Attach equipment spec sheets if available.

Special heating/cooling loads: Describe user operations/equipment that drive the requirement such as lab equipment, refrigeration, etc. Attach equipment spec sheets if available.

Temp/humidity control: Describe user operations/equipment that drive the requirement such as lab equipment, production/maintenance processes, etc. Attach equipment spec sheets or process requirements if available.

Mechanical Antiterrorism Requirements Identify all applicable Minimum Antiterrorism Standards in UFC 4-010-01 and indicate how these standards are to be met for the new facility. For existing facility, evaluate whether the project triggers mandatory compliance with all standards and include identification of project scope triggered by mechanical HVAC component upgrade or replacement. Ensure cost estimates account for AT/FP requirements in UFC 4-010-01.

Fire Protection and Life Safety For projects involving existing facilities and potential deficiencies, refer to UFC 3-600-01 and AFI 32-10141 to determine requirements.

Fire Detection: Describe anticipated scope of detection systems.

Fire Suppression: Describe anticipated scope of suppression systems.

Installation Water Supply: Describe the fire protection water requirements of this project. Note ownership of the utility system (i.e. Government, Privatized Contractor, other, etc.) and include any specialized requirements that would allow the cost engineer to accurately estimate the cost of these features. Describe locations of existing hydrants, water infrastructure requirements, water storage tanks, and water replenishment capacity. Provide water system diurnal curves and flow test data if available. If data indicates existing infrastructure is not adequate, provide cost-benefit analysis to support decision making to provide required flow versus implementing other systems/controls.

Life Safety Code, NFPA 101: Identify occupancy types and relevant code design criteria. For existing facilities, describe any changes in occupancy type or density and identify if any changes to facility egress are expected.

Mission-Support or Mission-Essential Equipment: Identify whether any equipment triggers special fire protection measures for electronic equipment installations as identified in ETL 01-18.

Aircraft Facilities: Identify fire suppression requirements. If an existing facility is part of the project, attach the Hangar Assessment Report. If deficiencies exist, discuss which COA for repair has been selected.

Electrical/Communications In each section below, provide a general narrative description of project electrical requirements. Use performance based descriptions to the greatest extent possible rather than specific solution or system based descriptions. Describe user operations/equipment that drive unique requirements. Attach equipment spec sheets if available.

Power: Provide a narrative description of project power requirements, source, estimated capacity, etc.

Interior Electrical systems: Indicate scope of interior work to include lighting, panels, receptacles, etc. Identify any atypical requirements and coordinate with list of user equipment.

Communications Pre-Wiring and Security: Describe all interior wiring, conduits, cable ducts, raceways, and modular jacks and outlets required as part of the work. Do not discuss here end instruments and equipment that would be funded from other appropriations per to AFI 65-601V1 Chapter 9 and AFI 32-9005.

Lightning Protection and Grounding: Provide a narrative description of lightning protection and grounding requirements.

RPIE Generators: Refer to AFI 32-1062 and identify type of generator. If AFCEC/CO authorization has already been acquired, attach approval documentation. Otherwise, provide draft narrative and data for the generator authorization request.

Additional MEP Requirements:

Provide a narrative description of any additional project MEP requirements not described above. Consider special conditions such as waste disposal plants, pumping stations, underground systems, etc.

Anti-Terrorism/Force Protection UFC 4-020-01, Security Engineering Planning:

Identify any applicable Anti-terrorism or force protection requirements beyond the AT Minimum Standards. When a planning team has already been convened, provide a completed Security Engineering Planning Worksheet or refer to its availability if classified. If being completed as part of this planning effort, attach the completed worksheet. Outline the results here, including any of the mitigation requirements that were elected by the committee.

UFC 4-010-01, Anti-terrorism Minimum Standards:

Describe the number of occupants and the according occupancy level (Low/ Inhabited/ Primary Gathering/ Billeting/ High Occupancy Family Housing). Include here discussion of any special distribution of occupants that may affect standoff distances. For example: facility is a combined hangar and office with 11 occupants in the office but only 3 in the hangar bay.

If an existing facility is involved, include current number of occupants and the according occupancy level. Define this portion as an addition, major renovation, or minor renovation, in accordance with the requirements in the UFC. Discuss the 50% PRV threshold and asses mandatory compliance items. Also, discuss mandatory compliance items that are triggered by work itself and not the cost; e.g. windows, doors, and HVAC.

Identify applicable triggers in UFC 4-010-01, DoD Minimum Antiterrorism Standards, for the new facility and any existing facility that may be impacted, including the routine occupancy for all areas and the density of those occupancies. List each of the Minimum AT Standards and describe how that standard is to be met.

Specifically for standard 1, report available or planned standoff for the project, envelope construction type and whether load bearing or non-loadbearing. Describe whether proposed envelope construction type(s) meet(s) the conventional construction standoff distances in UFC 4-010-01 or whether blast hardening is to be included in the scope.

Sustainability Requirements Note that DoD HPSB requirements have recently changed with an updated version of UFC 1-200-02, dated 1 Dec 16. LEED certification is no longer required, however third party validation that the Federal/UFC requirements have been met using either the USGBC or GBI GPC systems is now required IAW Table 1-1. Additional guidance can be found in UFC 1-200-02 and the AF SDD Implementing Guidance Memorandum at http://www.wbdg.org/ccb/browse_cat.php?c=265. Contact AFCEC/CFTP at AFCEC.CF.SustainableRpt@us.af.mil for clarifications.

The project will be designed/constructed to comply with the Federal sustainability requirements as detailed in UFC 1-200-02, High Performance and Sustainable Building Requirements; and the AF SDD Implementing Guidance Memorandum. The project will require tracking, reporting, and third party certification using either the US Green Building Council (USGBC) or Green Building Initiative (GBI) Guiding Principle Compliance (GPC) systems. The AF Sustainability Requirements Scoresheet will be used to track and report project compliance status at each submittal. Identify level of tracking, reporting, and certification per Table 1-1 of UFC 1-200-02. Although not required at the PCR stage, it is strongly recommended to fill out the AF MILCON Sustainability Requirements Scoresheet and including in the appendix.

If specific sustainability features are known at this stage of planning, provide a description and summary of associated cost. Exemplary Sustainable Design and Development (SDD) costs in excess of the standard 2% planning factor must be thoroughly described, justified and costed as part of this submission. Consult both UFC 1-200-02 and the AF SDD Implementing Guidance Memorandum for guidance on design and construction requirements. If OCONUS, these requirements are to “the greatest extent practical;” include discussion of extent practical. For projects that do not include vertical construction, tracking, reporting and third party certification is not required; however, design and construction must still comply with requirements in UFC 1-200-02 and the AF SDD Implementing Guidance Memorandum and use of the scoresheet is recommended to document sustainable features of the project.

Airfields Geometrics and Grading: Identify the type of airfield feature IAW definitions in UFC 3-260-01 and ensure coordination with category codes in AFMAN 32-1084; e.g. Class B Runway, Apron Access Taxiway, Hazardous Cargo Pad, etc. Provide a site plan of all associated clearances and grades to ensure criteria can be met. Ensure coordination with adjacent features. Coordinate with the base community planner to identify any existing waivers on or near the project location that may be impacted by the work.

Pavement: Identify the standard airfield traffic mix per UFC 3-260-02, Chapter 3. If unknown or a custom mix is desired, coordinate with MAJCOM. Determine design aircraft for geometric purposes, which may be different from the traffic used in the structural design. Review recent and historic Airfield Pavement Evaluation reports in development of the concept cross section and evaluation of potential problem soils. If flexible or rigid pavement types are prescriptive per the UFC, describe which is required for this project’s scope. Otherwise, a lifecycle cost analysis should be conducted to decide which type of pavement will be used.

If use or reconstruction of existing pavements is proposed, evaluate structural capacity and condition to validate the proposed actions are appropriate and are also life cycle cost effective. Refer to AFI 32-1041. Recommend coordination with the MAJCOM, AFCEC/CP TNAP AMP Manager, and AFCEC/CO Airfield Pavements Sub AMP Manager. If tiedowns and grounding are required, review mission aircraft Technical Order to determine number and location; alternatively, determine if grid pattern is required such as on some transient aprons.

Design Guidelines Reference relevant sections of the AFCS and IFS that are applicable to the project scope Determine and list all other applicable criteria such as UFCs, AFIs, ETLs, local/state criteria, etc. in the appendix, but highlight any documents here that are considered critical to project success..

SUPPORTING FACILITIES

If the project scope is primarily infrastructure, the below sections should be moved to the previous section as appropriate and expanded to adequately justify the requirements.

Equipment Details Use the following subsections for detailed narratives of the equipment and associated facility support requirements identified in the above table. For each item, provide narrative describing the funding and acquisition plan. Identify the agency that will budget, perform the work, or acquire the contract. If costs are developed as part of this effort, ensure they are appropriately accounted for in the cost estimate to support correct break-outs on the DD 1391. Otherwise, acquire cost estimates from the responsible agency. Refer to AFI 65-601V1, Chapter 9, for clarifications on what costs cannot be considered MILCON. Some items have a potential to be classified as RPIE or non-RPIE depending on the specifics; if determined to be RPIE, move the item to an appropriate section above.

Pre-Wired Work Stations Summarize scope and budget. Identify if design and acquisition will be a part of the construction contract.

Information Systems Requirements Summarize scope and budget anticipated for all non-RPIE communications equipment, excluding pre-wiring as described above.

Non-RPIE Generators/UPS/other backup power storage or capability Describe requirements. If generator is required, review AFI 32-1062 and provide justification that approval is not required. Ensure that UPS is identified.

Other equipment items Raised Access Flooring Determine if the type of flooring is RPIE or not. Generally, if floor is above main finished floor elevation, then it is not RPIE; i.e. if the slab is sunk to allow a flush access floor, then it is considered RPIE.

TEMPEST / HEMP / RF Shielding Describe requirements if applicable.

Intrusion Detection System (IDS) Indicate whether the IDS is funded (RPIE, transmits only within the building) or unfunded Closed Circuit TV Describe requirements if applicable.

Other User Equipment, Describe requirements if applicable

OTHER SCOPE/COST CONSIDERATIONS

Environmental Issues This section should highlight any potential environmental concerns, particularly for projects not already assigned a CATEX. Timely completion of the Environmental Impact Analysis Process (EIAP), environmental permits, surveys, and other environmental issues is crucial to the successful execution of all projects. Since the EIAP may not be completed prior to submission of the PCR, communicate any issues which could impact the project. Complete this section with the assistance of the base environmental manager. If the Environmental Compliance portion of the draft or approved programming documents is completed, it can be used in lieu of this section; however, ensure all known permits and approving authorities are identified.

UXO, Cultural, Real Estate, etc. Issues If applicable, provide a brief description, status, responsible parties, timelines and way ahead for resolving unexploded ordinance, explosive safety, cultural-sensitive sites, real estate actions, and other issues that are considered show stoppers for project execution/delivery.

Site Accessibility Describe access requirements if very remote or other limitations on access may impact cost. For airfield pavements, evaluate staging area and laydown site for adequate size, power, and water availability. Account for batch plant height and airfield imaginary surfaces. If an adequate site does not exist on the installation, ensure cost estimate accounts for an off-site location.

Construction Security If applicable, outline requirements (escorts, material sources, etc.) here including anticipated cost impact. Evaluate if existing gates can be used or if temporary access will be needed, particularly for airfield projects due to the large volume of materials. Begin initial coordination with Security Forces to determine impacts to government manning and project scope to ensure inspection rate will meet material delivery demand, particularly during paving operations. Construction activities that involve security escort will need to ensure those costs are captured IAW FMR Vol 3, Chapter 17 and Paragraph 1702. Of special note is SCIF escort IAW AFI 32-1032 para 3.5.7.7 and the requirement to capture any additional construction driven by ICD 705 must be delineated as separate line items on in DD form 1391.

Construction Phasing Discuss phasing needs and coordinate with temporary user space. For airfield work, Begin coordination with airfield management and determine initial phasing options; evaluate cost and mission impact for each. Evaluate need for temporary taxiways. Determine if missions will need to be relocated locally or to another airfield.

Temporary user space Discuss the move-out plan and temporary facilities required; e.g. existing adequate facility, existing facility that requires renovation, or a temporary facility incident to the project. Discuss the strategy for design and/or construction of the temporary facility (base internal design, base-executed AE design, design agent executed design, etc.)

Approvals/Exemptions/Waivers Briefly describe any deviations from standard policies, such as UFCs and AFIs that will need to be obtained or have already been approved for this project. Identify the OPR to submit the request, the approval authority, and expected timelines. Provide draft justification for the waiver if enough information is available to do so at this level of definition.

BASIS OF COST ESTIMATE

A parametric cost estimate was developed using PACES version X.X. The facility type default model was used as the starting point and then adapted to the site and project specific assumptions as detailed in the previous section. Location was chosen for the area cost factor and an escalation rate was applied assuming a construction period of dates. Continue to describe any specific global adjustments made to the model.

Additionally, describe any cost optimization ideas or considerations resulting from the planning charrette, included in the estimate, or suggestions that merit further development during the design phases. Detail any major changes from past planning efforts.
