About this file

This file is a template document that provides a standardized format for documenting cost estimates for federal construction projects. The Basis of Estimate Worksheet is designed to help government cost estimators develop and justify Independent Government Estimates (IGEs) prior to contract solicitation, facilitate independent cost review by government evaluators, and minimize financial risk. The template requires estimators to follow AACEI RP 34R-05 standards and document all assumptions, methodologies, and supporting data used in the estimate development process.

The template is organized into four primary sections: General Project Information (including project title, number, location, fiscal year, and estimator credentials); Project Summary (covering construction duration, milestones, facility type, building systems, and special considerations such as AT/FP, cybersecurity, and environmental requirements); Key Assumptions (documenting cost effects, schedule requirements, exclusions, demolition needs, and government-furnished equipment); and Description of Estimate (detailing cost data sources, escalation factors, contracting method, and planned responses to cost growth). Supporting documentation required includes DD Form 1391, Statement of Work, planning charrette reports, drawings, and existing condition assessments. This template applies to the Air Force runway repair project at Keesler AFB but is itself a procedural document rather than a specific solicitation document.

BASIS OF ESTIMATE WORKSHEET

Purpose: To document assumptions and methods used to develop cost estimates for project programmed amount or Independent Government Estimate (IGE) prior to contract solicitation; assist the independent review of construction cost estimates by government cost reviewers and evaluators; and minimize the financial risk for a given project.

Directions: IAW AFI 32-1020, provide AACEI RP 34R-05 “Basis of Estimate” or otherwise document knowledge of the project, quantities, scope and/or schedule and assumptions.

Provide concise details and a clear explanation of the project. Details or descriptions may be copied from supporting documents as appropriate. Cite sources.
