This is a Request for Quotation (RFQ) for Uninterruptible Power Supply (UPS) Units Maintenance and Repair Support Services at Aberdeen Test Center (ATC), Aberdeen Proving Ground (APG), Maryland. The solicitation number is PANAPG-26-Q-0UPS, and it is a commercial services procurement conducted under FAR Part 12 Simplified Procedures using the Revolutionary FAR Overhaul (RFO) framework. Quoters must submit responses electronically by 23 September 2026 at 12:30 P.M. Eastern Time in three separate volumes: Volume 1 (Technical Solution, maximum 10 pages excluding OEM certificates) describing preventative maintenance schedules, testing procedures, on-demand response capabilities, and technician certifications for specific UPS models; Volume 2 (Past Performance, maximum 5 pages) providing up to three relevant references from the past three years in data center environments; and Volume 3 (Price Quote, no page limit) with completed CLIN Matrix and Pricing Summary Table including flat-fee preventative maintenance cycles and hourly labor rates for on-demand emergency repairs. Questions regarding the RFQ, Performance Work Statement, or pricing matrix must be submitted by 18 September 2026 at 11:00 A.M. Eastern Time. All quoters must maintain active SAM.gov registration at submission. Evaluation will follow a three-step process: compliance screening, technical review on a Go/No-Go basis to verify capability and OEM certifications, and comparative evaluation of past performance and price among qualifying quoters. The Contracting Officer retains discretion to select a quoter with superior technical approach or past performance record even if the price is higher than competing quotes, provided specific business rationale is documented.

SECTION M

EVALUATION FACTORS FOR AWARD

1.0 Basis for Contract Award

This acquisition is conducted under the streamlined commercial framework of the Revolutionary FAR Overhaul (RFO) pursuant to FAR Subpart 12.203.

Accordingly, this procurement is not subject to formal FAR Part 15 procedures. The Government will not utilize formal evaluation plans, assign numerical or adjectival scores, or determine a formal competitive range.

The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC- APG) intends to award a single Firm-Fixed-Price (FFP) contract to the responsible quoter whose conforming quotation represents the best value to the Government. The Government will select the successful quote by performing a comparative evaluation process, assessing quotes side-by-side against one another.

2.0 Evaluation Process Steps

1. Compliance Screening: The Government will evaluate all quotes for initial responsiveness, ensuring they are submitted on time, contain all three required volumes, and conform to all material instructions in Section L. Non-conforming quotes will be eliminated from further consideration.

2. Technical Review (Go/No-Go): Conforming quotes will be evaluated under Factor 1 to determine if they meet the minimum technical capability threshold.

3. Comparative Evaluation: All quotes that pass the Technical Review will be evaluated side-by-side under Factor 2 (Past Performance) and Factor 3 (Price) to determine which submission provides the highest quality, lowest risk, and most advantageous solution for the data server rooms.

3.0 Evaluation Factors

3.1 Factor 1: Technical Capability (Volume 1)

Technical Capability is evaluated on a Go/No-Go (Acceptable / Unacceptable) Compliance Threshold. The Government will evaluate whether the quoter's submission demonstrates a clear capacity to perform preventative maintenance and on-demand emergency repairs on critical UPS equipment within live Data Server rooms in accordance with the Performance Work Statement (PWS). To receive an “Acceptable” rating, the quote must demonstrate:

• A viable preventative maintenance schedule and logic-driven on-demand emergency repair protocol that minimizes downtime in live Data Server environments.

• Verifiable proof of company capability consisting of active, current technician certifications for the specific UPS OEM brand models listed in the PWS.

Non-conforming quotes will be excluded from comparative evaluation.

3.2 Factor 2: Past Performance (Volume 2)

The Government will conduct a comparative assessment of the quoter’s recent and relevant past performance history of same or similar requirements in Data Center environments. Quoters shall provide past performance of same or similar requirements not older than the previous three (3) years.

• Relevance: Experience is highly relevant if it involves performing preventative maintenance, load testing, battery replacements, or emergency repairs on operational UPS hardware within secure, climate-controlled data centers or mission-critical military command centers.

• Risk Assessment: The Contracting Officer will compare the quality of performance, adherence to schedules, and responsiveness across the competing quotes. The Government will favor quotes demonstrating a proven record of zero unplanned outages during maintenance cycles.

3.3 Factor 3: Price (Volume 3)

The Government will evaluate the pricing submitted in the Attachment 0003 Pricing Summary Table and CLIN Matrix.

• Prices will be evaluated for mathematical accuracy and completeness across all base and option periods.

• The total evaluated price will consist of the flat-fee preventative maintenance line items combined with the estimated cost of on-demand repair hours (calculated using the quoter's proposed commercial hourly labor rates multiplied by the Government's estimated quantities).

4.0 Comparative Assessment & Business Judgment

In accordance with the broad discretion granted under FAR 12.203(c), the Contracting Officer will exercise sound business judgment to select the quote most advantageous to the Government.

The Government reserves the right to select a quoter with a highly optimized technical delivery approach or a superior past performance record even if its total evaluated price is higher than competing quotes. The Contracting Officer must document the specific business rationale explaining why the technical or risk-reduction benefits justify paying the determined price premium.
