About this file
This file is a Government Response to Bidder Questions for an RFQ concerning Uninterruptible Power Supply (UPS) Units Maintenance and Repair Support Services (Solicitation Number PANAPG-26-Q-0UPS) issued by the U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG). The RFQ requires maintenance and repair support for five UPS units across multiple buildings: one APC Smart-UPS unit (Building 400), three Eaton 9390 units (Buildings 350, 436, and 1099), and one Liebert N-Power unit (Building 4004). All units operate at 3-phase 208/120 Volt input and output. The Government clarified that it is seeking maintenance services from a competent third-party servicing company rather than brand-specific Original Equipment Manufacturer (OEM) services, though vendors may coordinate with OEMs for component procurement and technical guidance.
The contract structure includes separate CLINs for preventive maintenance, on-demand corrective maintenance and repairs (capped at a $10,000 annual limit), and scheduled component lifecycle replacements for batteries and capacitors. The Government confirmed that vendors may include lifecycle replacement CLINs in their proposals with pricing submitted at the time replacements are due through a change order process, accounting for fluctuating component costs and OEM-verified pricing at that future date. Corrective maintenance, parts, and repairs outside the scope of preventive maintenance or scheduled replacements will be billed separately against the on-demand maintenance CLIN. The RFQ deadline was extended to September 24, 2026 at 1000 EDT, with submissions directed to Contract Specialist Jennifer B. Langrehr and Contracting Officer Tanya D. Buttner at ACC-APG.

Sheet1 PWS / RFQ Reference
*not refernced in bidders question submission. This reference is 'best-guess' from ACC. Bidder's Questions received by email Government Response
PWS 5.1, RFQ 3.1 , Please confirm if the Government is seeking trained, certified, and employed Original Equipment Manufacturer (OEM) services consistent with Eaton working on Eaton manufactured equipment, Vertiv for Vertiv manufactured equipment and so on? Please reference PWS sections in Column A.
The Government is not seeking OEM services on each brand of UPS unit. The Government is seeking maintenance by a competent 3rd party servicing company.
RFQ Sec L, 3.1 Please confirm that to represent OEM services that the bidder is to provide a quote that includes OEM support letters stating that OEM will deliver services on their subject UPS systems. Please reference PWS sections in Column A.
The Government is not seeking OEM services on each brand of UPS unit. The Government is seeking maintenance by a competent 3rd party servicing company.
PWS Section 1.1, 4.1 I noticed 5 units you want covered under contract:
| Manufacturer | Model Line | Model Number | Serial Number | Location |
| APC | Smart-UPS | SUVTPF30KB4F | PS0811341021 | Bldg. 400 |
| Eaton | 9390IT | 9390IT-40 | EF204CAB03 | Bldg 350 |
| Eaton | 9390 | 9390-80 model 50 | ED033CBB04 | Bldg 436 |
| Eaton | 9390 | 9390-40 | EG353CAC05 | Bldg 1099 |
| Liebert | N-Power | NPOWER | 37-8801 | Bldg 4004. |
| However, below it mentions battery and capacitor replacements on Mitsu units and a Vertiv EXM. Can you confirm that only the units listed above are going to be under contract? | Please reference PWS Section(s) in column A. | ||
| PWS Section 4.1 | We have been working with one of the equipment OEMs Eaton for the Eaton 9390 Capactior Lifecycle Replacements in the Base year, but unfortunately the Serial Numbers provided are not showing up in their system. To properly price the Scheduled Component Lifecycle Replacements Capacitors / Batteries, we and Eaton are asking for the voltages of Units 4, 5, and 8 to ensure the proper components are quoted. Is the ACC-APG able to provide the voltages for Units 4, 5, and 8? Photos of the display plates if they are able to be released would suffice as well. | All of the UPS units are 3 phase 208/120 Volt input and 3 phase 208/120 Volt output. | |
| RFQ CLIN Structure | Regarding Solicitation PANAPG-26-Q-0UPS on Sam.gov, any corrective maintenance, parts, and/or repairs outside the scope of the PM's or scheduled battery/capacitor replacements would be billed separately against the $10,000 annual limit, is that correct? | Yes. Corrective maintenance and parts will be billed against On-Demand Maintenance and Repair CLIN. |
Scheduled battery/capicitor replacements will be billed against the Scheduled Component/ Lifecycel Replacement Capicitors/Batteries CLIN.
| PWS 1.2, 4.2, RFQ 3.3 | Would the Government allow vendors to include the required lifecycle replacement CLINs in the proposal, but submit pricing for replacements scheduled in future option years at the time the replacement is due, based on OEM verified pricing available then? | Yes. A change order process would be implemented whereby the vendor will submit a change order quote to the government for review and technical acceptance. Once deemed acceptable, modificaiton to contract will obligate and implement the battery / capacitor replacement quote. |
| PWS 1.2, 4.2, RFQ 3.3 | In addition, capacitor and battery replacement quotes can definitely be generated but would not be included in the contract due fluctuation of pricing. Would the Government allow vendors to include the required lifecycle replacement CLINs in the proposal, but submit pricing for replacements scheduled in future option years at the time the replacement is due, based on OEM verified pricing available then? | Yes. See above. |
