SECTION 1 – GENERAL INFORMATION

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. Solicitation FA461025QVSFB_HOODANDDUCT is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 31 March 2025.

3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.

4. The applicable NAICS code for this acquisition is 561790, and the applicable PSC is J073. This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of $9M.

SECTION 2 – SUPPLIES OR SERVICES AND PRICING

1. See Attachment 1, PWS Hood and Duct Cleaning dated 11 October 2024 for detailed description of services required.

2. A Pricing Schedule is incorporated as Attachment 2, Pricing Schedule. Vendors shall complete the attachment in its entirety and return with any other documentation/data as required.

SECTION 3 – SPECIFIC INFORMATION

1. Place and Period of Performance. Performance is required at Vandenberg SFB, CA 93437, with an estimated base year period of performance of 01 April 2025 to 31 March 2026 with four option years and a 6-month optional extension.

SECTION 4 – CONTRACT CLAUSES AND PROVISIONS

2. Addendum to Provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services:

52.212-2 Evaluation—Commercial Products and Commercial Services.

Evaluation—Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

a. Price

b. Responsiveness

c. Past Performance

Responsiveness and past performance, when combined, are approximately equal to evaluation of price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

SECTION 5 – NOTICE TO INTERESTED PARTIES

1. A site visit is scheduled 29 January 2025, 08:30-10:00AM. All attendee names, driver’s license numbers, emails and phone numbers must be provided to tina.cox.4@spaceforce.mil and kristofer.clark@spaceforce.mil via email by COB 27 January 2025. On 29 January 2025 all attendees must report to the VSFB Visitor Center between 7:00-8:00AM to receive a pass.

Attendees are encouraged to arrive early in case of long waiting times. The site visit caravan will depart the Visitor Center at 8:30AM.

2. Questions are due no later than 1:00 PM (PST) Friday, 31 January 2025.

3. Quotations are due no later than 12:00 PM (Local) Monday, 24 February 2025.
