Food Facilities Hood & Duct Cleaning Services Attachment 1
PERFORMANCE WORK STATEMENT
FOOD FACILITIES HOOD & DUCT CLEANING SERVICES
VANDENBERG SFB, CA
11 OCTOBER 2024
1. SCOPE OF WORK: Contractor shall provide all labor, equipment, tools, materials, parts, supervision, vehicles, transportation, and all other items or services necessary to perform commercial hood and duct cleaning at Vandenberg Space Force Base (VSFB), California.
2. CONTRACTOR PERSONNEL:
2.1. Contractor shall provide only trained and qualified personnel to perform the work IAW the most current version of National Fire Protection Association (NFPA) 96, Cleaning of Exhaust Systems, Chapter 11. 2.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This shall be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges bearing the company and employee names in English.
3. PRINCIPAL FEATURES:
3.1. Contractor shall remove all deposits left behind from grease-laden vapors. Additionally, all dirt, grease, oil, and any other foreign deposits on the interior duct work and exterior surfaces above exhaust system components shall be removed with no residue remaining.
3.2. At a minimum, the following system components shall be cleaned:
3.2.1. Air Moving equipment;
3.2.2. Duct section from the canopy or hood to roof top exit;
3.2.3. Canopy or non-canopy exhaust equipment;
3.2.4. Vertical type fume scrubber;
3.2.5. Fan discharge stacks;
3.2.6. Impeller Shaft;
3.2.7. Roof top vents & exhaust equipment;
3.2.8. Fire dampers;
3.2.9. Fan blades or blower wheels;
3.2.10. Any other components associated with the hood & duct assemblies.
3.3. Contractor shall use non-flammable, non-toxic solvent cleaner.

3.4. Cleaning chemicals shall not be applied on fusible links or other detection devices of the automatic extinguishing system.
3.5. Contractor shall cover all kitchen equipment in and around the cleaning area with canvas, tarpaulin, or heavy gauge plastic before starting. In the event of inclement weather, the contractor shall erect a canvas or tarpaulin shelter around and over the roof top section of exposed exhaust duct work to protect equipment and personnel during rooftop cleaning operations.
3.6. At the start of the cleaning process, the contractor shall lock out all electrical switches that could be accidentally activated during cleaning.
3.7. Contractor may render the fire extinguishing system inoperable during the cleaning process. The contractor must notify 30 CES/CEF if the fire extinguishing system is damaged and/or remains inoperable for more than three (3) hours.
3.8. In the event that the fire alarm system is accidentally activated, the contractor shall immediately call the Fire Department via 911.
3.9. In the event that the fire extinguishing system is accidentally discharged, the contractor shall clean all affected areas and replace the fire suppression agent and propellants by a properly trained, qualified and certified (if applicable) person that is acceptable to the authority having jurisdiction at no additional cost to the Government.
4.0. EVIDENCE OF SATISFACTORY PERFORMANCE: Satisfactory performance will be evidenced by no grease, dirt, oily lint, sludge or other foreign matter present throughout the hood, vent, and exhaust systems, after completion of cleaning services, in accordance with the scheduled frequencies.
Cleaned surfaces will have a uniform appearance and will not be oily in accordance with National Fire Protection Association (NFPA) Standard 96.
5.0. CLEANING SCHEDULE:
5.1. The cleaning of hoods and ducts will be accomplished on a recurring basis with each building being serviced in the applicable cleaning schedule as outlined below. The cleaning of the hoods and ducts must be coordinated with the facility managers so as not to interfere with normal business, which means cleaning could be late night or early morning. Contractor shall provide a tentative schedule on an annual basis when the cleaning will be performed with the understanding that scheduled cleaning may be interrupted due to unforeseen events. However, cleanings shall still be accomplished during their required schedule.

5.2. No work shall be scheduled or performed on Saturdays, Sundays and during federal holidays unless previously approved or directed by the facility manager. Recognized federal holidays are:

5.3. The specific schedule of all Hood and Duct cleanings will be coordinated with the respective facility manager at least 30 days in advance by contacting the following telephone numbers:

6.0. AFTER THE ENTIRE SYSTEM IS CLEANED:
6.1. Contractor will contact the facility manager upon completion of service at that facility for inspection.
All access panels will be opened and filter will remain uninstalled for inspection.
6.2. If discrepancies are noted during the inspection, corrective action will be accomplished by the contractor at that time.
6.3. All panels, dampers, fans, diffusers, etc., shall be correctly positioned and secured. All switches that were turned off or locked out shall be returned to their "normal operating positions," after satisfactory inspection by the Facility Manager or his representative.
6.4. When an access panel or door has been opened or removed for cleaning purposes, the contractor shall install a service company label or tag preprinted with the name of the company and date the cleaning was performed. The label or tag shall be affixed near the affected access panel or door.
6.5. Contractor shall provide a certificate of cleaning for each hood and duct cleaned. Certificate will be posted on the outside of the hood in plain site from the kitchen. The certificate shall show the name of the servicing company and telephone number, name of the person performing the work, and the date the cleaning was performed.
6.6. Contractor shall provide a written report to the Facility Manager that specifies areas that were inaccessible or not cleaned and overall condition of the hood and duct system.
7.0. SAFETY AND FIRE REGULATIONS:
7.1. All work to be accomplished shall be in compliance with the National Fire Protection Association (NFPA) Standard 96, Code of Federal Regulations (CFR) 29, UL 300, Occupational Safety and Health Association (OSHA) regulations, and applicable federal, state, and local laws and regulations.
7.2 The Contractor shall provide a verbal report to the Contracting Officer, or his/her representative, as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The Contractor shall also provide a completed copy of required Accident Investigation Reports to the Contracting Officer, or his/her representative, within five (5) calendar days of each occurrence.
8.0. SECURITY REQUIREMENTS:
8.1. Entry Policy: All Contractor employees shall comply with all Vandenberg SFB security requirements imposed by the Installation Commander- at all times -while on Vandenberg SFB premises.
Contractor shall comply with all Vandenberg SFB policies regarding entry to the installation, rules of the road, compliance during contingency operations, and photography. The Contractor's employees are authorized entry to the installation only for the purpose of work and are not authorized in other facilities, areas, or buildings without proper prior authorization. Due to safety/security requirements, all Contractor personnel performing work on Vandenberg SFB are subject to background checks. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, understand, read, and write English.
8.2. Passes: Contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. Contractor shall apply for vehicle and individual identification media at 30 SFS, Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and base access media issued and surrender it to 30 SFS, Pass and ID Section.
8.3. Access Restrictionsa: Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles, which are the size of a standard bread delivery truck or larger, to enter through the Lompoc Gate only (location at the intersection of Santa Lucia Road and Pine Canyon Road). There is a vehicle check-pull off area at that location, and the Contractor may be required to pull-off and submit to a vehicle search prior to gaining entry to the base. The Contractor should plan and allow for delays because of in-place security procedures.
9.0. CONTRACTOR-OWNED VEHICLES:
9.1. All vehicles shall be in operable conditions and meet all base, local, prefecture registration and safety requirements.
9.2. All vehicles shall be operated in accordance with base traffic regulations. If equipped with communication devices, equipment shall comply with all base and local frequency regulations.
9.3. All Contractor-owned vehicles for use under this contract shall be readily identifiable. Identification shall include displaying Contractor name in a clear and unobstructed location on the vehicle.
10.0. GOVERNMENT-PROVIDED PROPERTY & SERVICES:
10.1. Property / facilities: None
10.2. Equipment: None
10.3. Services
10.3.1. Utilities: All necessary utilities will be provided by the Government.
10.3.2. Emergency Services: Emergency services may be obtained by calling 911. The Government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.
11.0. INVOICING: Contractor shall bill in arrears and shall submit invoices via Wide-Area Workflow in accordance with Federal Acquisition Regulation (FAR) Clause 252.232-7006. Refer to the contract document for additional information.
