(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

B. RFO 52.212-2— Evaluation—Commercial Products and Commercial Services Addendum

1. 502d CONS/PKAB will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: the technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in this RFQ.

2. The following process will be followed: The Government will rank all quotes based on an initial assessment of the offeror’s total evaluated price (TEP). If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest ranked quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in terms of price. The award will be given to the vendor responsible whose quote is the lowest evaluated price among technically acceptable quotes.

The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, the technical factor must be rated as acceptable. The failure of an Offeror to meet any or all technical criteria will result in a technically unacceptable rating and be ineligible for an award. The technical factors will receive one of the ratings listed below:

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of solicitation.

(a) Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to provide and meet the technical criteria below will result in a technically unacceptable rating and be precluded for the award.

Technical Factor 1 – Conformance with Salient Characteristics. The offeror shall propose equipment that meets or exceeds all requirements listed in Attachment 3 - Salient Characteristics.

To be considered technically acceptable, the offeror must submit sufficient documentation to allow the Government to validate compliance with all stated salient characteristics.

For the proposed equipment, the contractor must include the following for evaluation:

(a) Manufacturer (MFG) name

(b) Product/Part Number

(c) Detailed technical specifications, illustrations, and/or descriptive literature demonstrating a point-by-point compliance with each salient characteristic.

The standard has been met when: The offeror has clearly demonstrated that their proposed items meet all salient characteristics specified in the attachment and has provided the required supporting documentation (MFG name, part number, and descriptive literature/specifications) for the Government to verify compliance.

Technical Factor 2 – Project Schedule. The offeror shall provide a delivery lead time for all equipment and an installation schedule that identifies key milestones and task durations in accordance with the Statement of Work.

The standard has been met when: The offeror provides a specific delivery timeframe and an installation schedule that accounts for all milestones and tasks required by the Statement of Work.

(b) Price Evaluation. The Government will then conduct a price evaluation of the lowest-priced technically acceptable quote to determine that the quoted price is fair and reasonable.

C. Basis for Award. 502d CONS/PKAB will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government.

D. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
