About this file

This is a Questions & Answers document for federal solicitation FA301626Q0120 issued by the Air Force for closed circuit fluid coolers and associated pumps at JBSA FSH (Joint Base San Antonio, Fort Sam Houston).

The Q&A clarifies scope and technical requirements for replacing HVAC equipment at Buildings 590 and 591. Key components to be replaced include control panels (electrical disconnects only), fluid coolers, and building pumps. The contractor must reuse existing expansion tanks, pot feeders, pump suction diffusers, triple duty valves, and underground piping. The building pump flow rate is specified as 110 gpm at 55 feet with a 5 hp motor, with entering water temperature of 95°F and leaving temperature of 85°F. The existing BAS system is provided by JCI and requires no new installation. Both buildings may be down simultaneously to facilitate crane and rigging operations. The contractor is not required to submit contract-specific QA/QC or safety plans but must follow standard industry practices and OSHA regulations. No temporary cooling is required, no new electrical power is needed, and existing concrete pads and supports shall be reused. Testing and balancing is limited to new equipment only. The contractor may use a portion of building parking lots for staging pending approval of estimated laydown area size. No access to building facilities is provided, and contractors must provide temporary facilities as needed. Regarding domestic manufacturing requirements, bidders must review the Clauses and Provisions in the RFQ. The Government does not provide construction cost estimates, planholders lists, or tax exemption certificates.
