(1) 502d CONS/JBKAA will issue a purchase order to the responsible quoter whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in (b) Submission of offers, of this RFQ.

(2) The Government will rank all quotes based on an initial assessment of offeror’s total evaluated prices. If the Government receives 3 or fewer initial quotes, all quotes will be evaluated for Technical

Acceptability. If the Government receives more than 3 initial quotes, the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

Acceptable: Quote clearly meets the minimum requirements of the solicitation.

Unacceptable: Quote does not meet the minimum requirements of the solicitation.

Technical. The Government will evaluate the quotes for technical acceptability, assigning ratings as described above. The failure of a quote to meet the Brand Name items will result in a technically unacceptable rating and be precluded for the award.

Technical Factor 1 – Offeror shall provide the Brand Name Raypak and AERCO items/products as stated in the Statement of Work and provided Justification and Approval. The brand name items will be considered Technically Acceptable. Any items quoted other than the exact brand name items (EQUIVALENT items) will be considered Technically Unacceptable. The contractor must include the following: (a) MFG name, (b) Part Number, (c) illustrations/specifications, and/or (d) literature or description.

The standard has been met when: The offeror has clearly quoted for the exact Brand Name Raypak and AERCO items/products items and has provided the following: (a) MFG name, (b) Part Number,

(c) illustrations/specifications, and/or (d) literature or description.

Technical Factor 2 – Delivery & Installation Plan. Offeror shall provide a clear delivery timeframe for all requested Brand Name Raypak and AERCO items/products and a detailed installation schedule.

This schedule must include:

• Key Milestones & Task Durations: A clear timeline showing project progression.

• Technical Approach: A detailed plan for completing the replacement, referencing the Statement of Work.

The standard has been met when: The offeror provides a delivery timeframe for the requested Raypak and AERCO items/products, and an installation schedule clearly outlining:

• Key Milestones & Task Durations: A clear timeline showing project progression.

• Technical Approach: A detailed plan for completing the replacement, referencing the Statement of Work.

This demonstrates a comprehensive understanding of the installation requirements outlined in the Statement of Work.

Price Evaluation. The Government will then conduct a price evaluation of the lowest priced technically acceptable quote to determine that the quoted price is fair and reasonable.

C. Interchanges. It is the Government’s intent to award without interchanges. The Government may consider, throughout the evaluation, the “correction potential” of any quotes to this RFQ. The judgement of such “correctional potential” is within the sole discretion of the Government and may be held with all, some, or none of the Quoters. The Government may determine one or a few Quoters have the highest potential to provide the best value to the Government. The Government may conduct interchanges with those Quoters that, at the discretion of the Contracting Officer, have the highest potential to represent the best value. Resolution of minor or clerical issues would not constitute interchanges and the Government reserves the right to award without the opportunity to revise quotes.

C. Basis for Award. 502d CONS/JBKAA will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government.

D. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
