About this file
This document is a Request for Qualified Service Providers from the Massachusetts Department of Housing and Community Development (DHCD). DHCD is seeking to pre-qualify service providers to provide technical assistance, training, and program development services to its Economic Prosperity Programs across Massachusetts. The services are categorized into four areas: Employment and Career Development, Financial Capability, Education and Training, and Program Evaluation. Respondents must demonstrate expertise and capacity to serve the target population, which includes residents of DHCD's subsidized housing portfolio. The submission process is rolling, and DHCD will accept written questions through October 26, 2018. High-ranking respondents may be invited to an interview.
The document outlines the selection criteria, which includes service delivery and work plan, experience, and cost. For the technical assistance services, DHCD will evaluate the respondent's understanding of the work, ability to assist staff, and flexibility to adapt the work plan. For the program evaluation services, DHCD will evaluate the respondent's understanding, ability to provide technical assistance on data collection, and work plan flexibility. DHCD may engage individual firms to provide services in only one part of the state and may request additional information to expand services.
