About this file
This document is a Q&A response from the Commonwealth of Massachusetts Executive Office of Housing and Livable Communities (EOHLC) related to the EOHLC 2024-18 Procurement for the Division of Rental Assistance. The procurement seeks to pre-qualify service providers to either provide services directly to program participants or provide technical assistance and training to housing agency staff. Vendors that were previously pre-qualified must reapply, as the previous pre-qualification has expired. Vendors may apply for one or both categories of pre-qualification, but there is no commitment of future funding. EOHLC staff will not review documents in advance of submission, and a standard contract form is not required as part of the submission.
The related state and local contract opportunity is the DHCD2018-02 Economic Prosperity Services Prequalification Request from the Massachusetts Department of Housing and Community Development (DHCD). This prequalification seeks to identify and pre-qualify service providers that offer employment and career development, financial capability, and/or education and training services. There are no additional details provided on pricing, set asides, incumbents, funding requirements, or contract term.

Question
As a provider that was pre-qualified a number of years ago (see attached announcement), is there anything else I need to do at this time?
The contracts issued after vendors’ first prequalification has expired, and if you are interested in remaining on the list of pre-qualified vendors you must reapply to be pre-qualified. Please read the Bid Notification Document carefully, as it documents some changes to the original RFQ. Respond to the RFQ as appropriate for you/your agency. Note, there are two categories of pre-qualification. One is to provide services directly to participants via a contract with the Executive Office of Housing and Livable Communities. The other is to provide technical assistance and training to the staff of the housing agencies’ economic mobility programs. You may apply to be pre-qualified in one or both categories. There is no commitment of future funding for pre-qualified vendors.

Question
Would it be possible to confirm that I have correctly assembled all of the relevant documents for our application?
EOHLC staff cannot review documents in advance of a submission. Please review the RFQ and Bid Notification Amendment for information.

Question
I believe I've correctly identified the first 5 (attached) but I wasn't sure what the "Standard Contract Form" referred to. Could you please point me towards that document?
A standard contract form is not required as part of the submission, this is for reference purposes only.

Question
Should One Family plan to report on the exact goals and outcomes listed at the top of page 4, or is it sufficient to report on these same themes but with different wording/framing?
EOHLC will determine reporting on goals and outcomes as part of any future procurement process, and therefore this question does not apply during this part of this process.
