About this file

This document is the Budget Instructions and Area of Specialization Attachment B for the DHCD2018-02 Economic Prosperity Services Prequalification Request issued by the Massachusetts Department of Housing and Community Development (DHCD). The attachment provides instructions for respondents to submit per participant budgets and "deliverables" budgets for the three service components: employment and career development, financial capability, and education and training services. Respondents may submit a blended budget covering more than one component. The budget should include details on staffing, program costs, contracted services, and indirect costs. Key budget categories include staffing, program costs, contracted services, and indirect costs. The state is seeking to prequalify service providers to deliver these economic prosperity services, but the size of any future funded program has not yet been determined.

The attachment also includes details on the types of activities that may be funded, such as staff development and training, workshop development and delivery, partnership development, materials development, and organizational assessments. Respondents are instructed to highlight any program costs that may not be allowable expenses. The total budget cannot exceed 7.5% in indirect costs, with any additional indirect costs recorded in the in-kind column.

Budget Instructions

DHCD requests respondents provide a per participant budget and an "deliverables" budget. If your calculation is based on a fixed program size, indicate the size of the program in the component line. Please bear in mind that the size of any future funded program has not yet been determined.
Program Component:
Please indicate which of the three service components you seek to provide. Submit a separate budget for each component. In addition to the individual component budgets, you may also submit a blended budget with costs for more than one component. Please make sure it is clearly marked as such.

Staffing:
This category is for direct and supervisory staff that will be performing project-related functions. List each staff person separately and provide an hourly rate in the either Actual or In-kind column as appropriate. Base these numbers on Full-time Equivalent costs, even if the position is part-time.
Program Costs:
Note that all program costs may not be allowable expenses. Additionally, highlight these items in your response to question 10 in the narrative.
Support Expenses:
This category is for expenses directly related to participants while they are in your program. For example, if you provide a financial stipend while they are enrolled in training or school, or you reimburse participants for childcare costs during meetings.
Contracted Services:
This category is for costs related to services provided by contractors, i.e. non-agency staff. Please name the subcontractor, and indicate the type of service provided.
Indirect Costs:
Indirect Costs are incurred for common or joint objectives that are not easily identifiable to a single grant and that benefit multiple programs. Indirect costs may not exceed 7.5 % of the sum of all project expenses. If your indirect costs exceed 7.5% , record the additional amount in the in-kind column.
Staff Development and Training:
Hands on coaching of staff based on the necessary competencies for case management, and increased knowledge and application in each of the the categories: Employment and Career Advancement, Financial Capability, Education and Training.
