About this file
This document is a Bid Amendment and Notice that Responses are Being Accepted for a Request for Qualifications (RFQ) for Economic Prosperity Services Pre-Qualification issued by the Executive Office of Housing and Livable Communities (EOHLC), previously issued by the Department of Housing and Community Development (DHCD). The RFQ is a rolling enrollment that will remain open until December 31, 2027, and EOHLC is encouraging new applicants and service providers whose pre-qualifications have expired to respond. Applicants are strongly encouraged to apply before October 27, 2023, as EOHLC expects to issue requests for bids or responses for particular scopes of work and enter into contracts with pre-qualified contractors before January 1, 2024. The Bid Amendment updates the contact information, amends the Purpose and Submission of Responses sections, and provides an updated Estimated Procurement Calendar.
There are no funds associated with this pre-qualification, and being pre-qualified does not ensure that an organization will be selected as a contractor when responding to future requests for proposals or bids based on a particular scope of work. EOHLC reserves the right to accept or reject any and all responses, make exceptions to the RFQ requirements, exclude proposals for failure to comply, contract for some, all, or none of the services offered, negotiate with one or more qualified bidders, or cancel the RFQ if it is in the best interest of the Commonwealth.

COMMBUYS BID Number: BD-18-1076-OCDDE-OCD01-20415
Please Note: This is a single document associated with a complete Bid (also referred to as Solicitation or Request for Qualifications (RFQ)) that can be found on www.COMMBUYS.com. All Bidders (also referred to as Applicants or Respondents) are responsible for reviewing and adhering to all information, forms and requirements for the entire Bid, which are all incorporated into the Bid. Bidders may also contact the OSD Help Desk Helpdesk at OSDHelpDesk@mass.gov or the OSD Helpline at 1-888-MA-STATE. The Helpline is staffed from 8:00 AM to 5:00 PM Monday through Friday Eastern
Standard or Daylight time, as applicable, except on federal, state and Suffolk County holidays.
Please note that pursuant to state legislation, the Department of Housing and Community Development (DHCD) became the Executive Office of Housing and
Livable Communities (EOHLC). Therefore, both agency names may appear in the RFQ documents.
The terms of 801 CMR 21.00, Procurement of Commodities and Services, are incorporated herein by reference. Contract and fiscal requirements used in this RFQ shall have the meanings defined in 801 CMR 21.00, unless otherwise specified by EOHLC.
NOTICE THAT RESPONSES ARE BEING ACCEPTED
The above listed procurement is a rolling enrollment RFQ and will remain open until December 31, 2027, unless
EOHLC determines it is no longer needed or it is otherwise amended.
EOHLC is providing this notice that responses to this RFQ are still being accepted. New applicants and service providers whose pre-qualifications have now expired are encouraged to respond.
Applicants are strongly encouraged to apply before 10/27/23 as EOHLC expects to issue requests for bids or responses for particular scopes of work and enter into contracts with pre-qualified contractors before 1/1/24. EOHLC may elect to establish an alternative date as needed. EOHLC will review all applications received in a timely manner, and plans to issue a scope of work within approximately ten (10) days of pre-qualifying vendors.
Online quote submission via COMMBUYS is required. Please see the following website for more information and instructions on how to submit a quote via COMMBUYS: https://www.mass.gov/doc/instructions-for-vendors-responding-to-bids/download
Service providers who are pre-qualified through this process will remain qualified for five (5) years but may be required to submit documents validating their continued ability to provide services each year. There are no funds associated with this procurement, and being pre-qualified does not ensure that your organization will be selected as a contractor when responding to future requests for proposals or bids based on a particular scope of work.
