6.0 INTRODUCTION/PURPOSE

Department of Energy’s (DOE) Fermi National Accelerator Laboratory (FNAL) is America’s premier particle physics and accelerator laboratory that strives to solve the mysteries of matter, energy, space, and time for the benefit for all. Located in Batavia, Illinois, it is managed by the Fermi Forward Discovery Group, LLC (FermiForward) for the U.S. Department of Energy Office of Science.

FermiForward’s Infrastructure Services Division – Engineering Department (ISD-ENG) is responsible for managing a wide variety of alterations, repairs, and new construction projects. This solicitation relates to professional Architectural and Engineering services and is anticipated to include but not be limited to smaller tasks for studies, repair and alteration, interiors, new construction (including underground work), and building code and life safety.

This is a Qualifications Based Selection (QBS) for a MATOC IDIQ for a pool of consultants to become pre-qualified to provide professional Architectural and Engineering services. Prequalified firms will be asked to respond with specific project proposals for requested task orders, and under those task orders the architect/engineering (A/E) subcontractors shall furnish the personnel, facilities, equipment, materials, and supplies necessary to perform the requested scope.

7.0 QUALIFICATION BASED SELECTION OF A/E SUBCONTRACTORS

Qualifications are requested for the selected offeror to provide services that will include all normal and customary professional services required of a qualified, licensed architect/engineering firm and its in-house or sub-tier subcontractors to support the performance of planning, master planning, and program support; A/E investigative and design services including development of construction documents;

construction support for projects consisting of primarily building alterations, repair, comprehensive interior design, new construction, building code and life safety as described in Section 15.0 – CATEGORIES OF PROJECTS. It is the intent of FermiForward to award IDIQ Subcontracts to at least one firm for each of the Categories of Projects.

See Section 16.0 QUALIFICATION SUBMITTAL REQUIREMENTS for further information on Qualifications.

In responding to this QBS, the offeror will choose which categories of work they believe themselves to be qualified for and wish to be evaluated. YOU MAY IDENTIFY MORE THAN ONE

CATEGORY. QUALIFICATIONS MUST BE DEMONSTRATED INDIVIDUALLY FOR EACH

CATEGORY SELECTED.

The selected subcontractor(s) and its sub-tier subcontractors will complete various tasks in accordance with FermiForward’s requirements as well as applicable portions of the DOE policies and State of Illinois codes, ordinances, and regulations as incorporated into contract No. 89243024CSC000002 between the DOE and FermiForward.

The Qualified Subcontractor shall furnish the personnel, facilities, equipment, materials, travel, and supplies necessary to perform various services from within the Categories of Projects listed in Section 15.0, when requested by FermiForward Procurement Department. The Subcontractor shall perform all tasks in-house or use a team of sub-tier subcontractors approved by FermiForward.

The awarded subcontractor will provide professional A/E services, including all normal and customary professional A/E services per the Illinois Architecture, Professional Engineering, and Structural Engineering Practice Act required of a qualified, professionally licensed A/E and its sub-tier subcontractors. The awarded subcontractor shall complete the various services outlined in each individual Task Order, which will include additional details regarding the scope of work, schedule, and budget requirements of each task.

As projects for services are identified, the firms in the corresponding category will be asked to submit pricing breakdowns for a specific scope of services on a rotating basis within the category. FermiForward will then provide any refinements to clarify the scope of services, negotiate manhours and overall fee with the firm based on their proposal. If concurrence cannot be achieved for applicable scope and fee, the next firm in the rotation under the category will be asked to submit a fee proposal. FermiForward reserves the right to issue a subcontract for similar services through use of other procurement vehicles.

FermiForward will procure these services using 40 U.S.C 11, Selection of Architects and Engineers (hereinafter referred to as the “Brooks Act”) and FAR subpart 36.6 A-E selection procedures.
