About this file
This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 23 in Coralville, Iowa for RFQ 36C26326Q0906. The amendment consists of industry questions and answers clarifying the scope of work for electrical equipment testing and maintenance services.
Key scope clarifications include: full electrical testing of liquid transformers per VHA Directive 1025 is required; primary injection testing only (not secondary) applies to low-voltage circuit breakers rated 225A and above; no load testing is required for generators and generators are not included in the contract; working hours include days, evenings, and weekends; and all testing must comply with the latest ANSI/NETA MTS, NFPA 70B, and VHA Directive 1028 standards. The contract covers 16 primary switches and 16 electronic protective relays. Grounding defect corrections and supplemental grounding electrode installation will be handled as additional work outside the base contract scope. The Government retains responsibility for utility shutdown coordination. Testing of relays associated with main feeder breakers (MV breakers) is required, as is grounding system testing limited to facility grounding electrode systems and major equipment grounding connections. The Government will not provide previous bid tabulations, incumbent contractor information, existing drawings, equipment lists, or ground resistance test reports—offerors must rely on their own industry knowledge and experience to develop their quotes.

Questions and Answers:
1. Please confirm the required scope for liquid transformers. Is the scope limited to inspection, cleaning, and oil sample testing only, or is full electrical testing required per ANSI/NETA MTS and VHA Directive 1028?
Answer: Yes, full testing is required per Directive 1025.
