About this file
This is Amendment 0003 to Request for Quotation (RFQ) 36C26326Q0906, issued by the Department of Veterans Affairs Network Contracting Office 23 in Coralville, Iowa on July 7, 2026. The amendment provides revised answers to industry questions and creates a new Contract Line Item Number (CLIN 0002) for potential corrective repairs work. All offers must be received by 12:00 PM Central Standard Time on Friday, July 31, 2026, and submitted to Joseph.Bennett@va.gov with the RFQ number in the subject line.
The primary service requirement (CLIN 0001) is triennial testing of electrical breakers and power distribution systems on a job order basis, including travel, labor, technicians, and all equipment necessary to perform the Statement of Work. Testing must comply with the SOW, VHA Directive 1028, OSHA, and NFPA standards, with manufacturer's instructions and recommendations also required. Key clarifications include: secondary injection testing (not primary) for low-voltage circuit breakers; no generator load testing requirement; 16 primary switches and 16 electronic protective relays to be tested; work to be performed days, evenings, and weekends with historical precedent of Wednesday through Saturday schedules with primarily nighttime work; and grounding system testing limited to facility electrode systems and major equipment grounding connections. The newly added CLIN 0002 provides an optional mechanism for corrective repairs up to $10,000.00 maximum, requiring VA Contract Officer authorization and fair and reasonable pricing documentation before execution. Period of performance dates are to be determined, with project execution anticipated immediately following award.

Revised Answers to Questions from Industry – RFQ Amendment 0003
1. Please confirm the required scope for liquid transformers. Is the scope limited to inspection, cleaning, and oil sample testing only, or is full electrical testing required per ANSI/NETA MTS and VHA Directive 1028?
Answer: All work will be according to the SOW, Directive 1028, OSHA, and NFPA.
Please note that Directive 1028 directly invokes specific NFPA and OSHA clauses. Directive 1028 mentions NETA but does not invoke NETA.
Additionally, NFPA invokes manufacturer’s instructions and recommendations which we expect to be followed. So, work will be according to the SOW, Directive 1028, OSHA, NFPA and manufacturer’s instructions/recommendations.
2. VHA Directive 1028 mentions primary injection testing for LV circuit breakers rated 225A and above. Does this requirement apply to this contract, or is secondary injection testing acceptable/required for the LV circuit breakers?
Answer: Secondary injection testing is expected, no Primary injection testing.
3. For generator load testing, please confirm whether DVA requires real load testing or load bank testing.
Answer: IMPORTANT: Generator load testing is NOT required. Generator load testing is stated in the SOW, but the requirement has changed and it is NO longer a part of the requirement.
4. If load bank testing is required, please provide the generator ratings, required load percentages, test duration, and confirm whether the Contractor is responsible for providing all load bank equipment, cables, and accessories.
Answer: N/A. See question 3.
5. Please confirm whether generators are required under this contract. If yes, please provide the quantity.
Answer: N/A. See question 3.
6. Please confirm the allowable working hours for this project, including whether after-hours, weekend, or holiday work is required or permitted.
Answer: Days, evenings and weekends. In the past the work was performed
Wednesday through Saturday, some work occurred during the day, most work occurred at night.
7. The project execution date is expected to be right after bid award. Please confirm the required period of performance for this contract, including the anticipated start date and completion duration.
Answer: Please see Instructions to Offerors, paragraph 2.
8. Please provide previous bid tabulation, previous award information, incumbent contractor name, and previous contract value, if available.
Answer: We have only one report available. It is a low voltage Circuit Breaker Test
Record. It is one page. It is all that we have and it will be included with this RFQ Amendment.
9. Are accessory devices such as CTs, PTs, meters, control switches, indicating lights, and similar equipment required to be tested under this solicitation? If yes, please provide the quantities, voltage levels, and required test procedures.
Answer: No.
10. Please confirm the quantity of Primary Switch.
Answer: 16.
11. Please confirm the quantity of protective relays and their types (electronic or electromechanical relay).
Answer: 16 electronic.
12. Please confirm whether all testing shall be performed in accordance with the latest ANSI/NETA MTS, NFPA 70B, and VHA Directive 1028 standard.
Work will be according to the SOW, Directive 1028, OSHA, NFPA and manufacturer’s instructions/recommendations.
NOTE: In two places the SOW states that “bolted connections will be torqued to NETA specifications.” We expect this to be followed.
13. Please confirm whether DVA will provide existing reports, drawings, equipment lists, and one-line diagrams prior to proposal submission.
Answer: We have only one report available. It is a low voltage Circuit Breaker Test
Record. It is one page. It is all that we have and it will be included with this RFQ Amendment.
14. Please confirm whether shutdown coordination with the utility is the contractor's responsibility or if it is GOV's.
Answer: It is the Government’s responsibility, and the VA has the ability to shut down the power for the facility as needed.
15. Please confirm whether infrared (infra-red) scanning, torque checks, cleaning, lubrication, and visual/mechanical inspections are required for all listed equipment.
Answer: We expect the SOW and Directive 1028 to be followed. If it’s mentioned in the SOW and/or Directive 1028 then we expect it to be followed. For example, use of infra-red is called out at least three times in Directive 1028, so we expect that to be followed.
16. Grounding Defect Corrections: The SOW states to “correct defects” identified during grounding inspection. Can the Government clarify what the contractor's responsibility is and whether corrective repairs are included in the base scope or handled as additional work? If it is included in the base contract, can you provide a cap for that scope in this solicitation?
Answer: At times these are handled as additional work with the use of a Purchase
Card. However, the newly added CLIN 0002 can be used. See the attached revised Schedule for CLIN 0002. You do not need to build the cost of corrective repairs into your pricing.
17. Supplemental Grounding Electrode Installation: Can the Government confirm whether installation of supplemental grounding electrodes is part of the base scope or additional work if testing conditions cannot be met? If it is included in the base contract, can you provide a cap for that scope in this solicitation?
Answer: Same answer as #16.
18. For the small bolt-in molded-case circuit breakers installed in panelboards (typically 100A and smaller), does the VA require each breaker to be physically removed from the panelboard as part of the maintenance scope, or is testing and maintenance in the installed position acceptable where permitted by the manufacturer and NETA MTS.
Answer: It is expected that the SOW and Directive 1028 will be followed. If permitted by the manufacturer and if there is no contradiction with the applicable codes, for example, NFPA, OSHA, etc., then testing in the installed position is acceptable.
19. Please clarify the extent of the grounding system testing required.
a. Is the intent limited to testing the facility grounding electrode system(s) and major equipment grounding connections?
Answer: Yes.
b. Are existing grounding system drawings, ground grid layouts, and previous ground resistance test reports available?
Answer: Unfortunately, not.
20. For LV breakers, is secondary injection testing for all electronic LV trip units satisfactory?
Can we exclude primary injection testing?
Answer: Secondary injection testing is expected, no Primary injection testing.
21. The Attachment A. Table of Equipment To Be Inspected mentions Main Feeder Breakers
(MV Breakers). Do the relays associated with them also need to be tested?
Answer: Yes.
