About this file

This is Amendment #2 to RFP 325-420 from Washington State Parks and Recreation Commission for Automated Pay Stations. The amendment provides responses to 12 questions received regarding the RFP for pay stations that will provide hardware, software, installation, and maintenance/operations services across various state park locations. The proposal due date remains January 8, 2024, at 1pm PST. The contract term is confirmed to be 5 years as indicated in Section 1.2.2 of the RFP.

The amendment clarifies that installation costs should be included in Section 1 of the Bid Price Worksheet, and bidders must complete Appendix C for pricing of a standard/base model. Optional features may be included as an addendum with corresponding costs. The current environment includes both VenTek and Parkeon pay stations, with cellular connectivity at most locations and ethernet at select sites. State Parks will provide and cover costs for wired connectivity where available. Vandalism has been minimal with less than 5 incidents in the past 12 months. A detailed list of 69 park locations and their current connectivity types is provided in the amendment.

RFP 325-420 - Amendment 2

RFP Title: RFP 325-420 – Automated Pay Stations Amendment Issued: 12/13/2024

Previous Terms and Conditions in Effect: All earlier terms, conditions, instructions, information, language, etc. not modified by this amendment remain in full force and effect.

Note: Bidders are invited to include this competition amendment with the Bidder’s bid response, but it is not mandatory.

This Amendment (2) provides State response to questions received.

No. Question State Response

RFP Section 1.2.3: Anticipated Project Budget.

Please clarify the intended term of the contract, as indicated in the second bullet point.

The intended term of the contract will be for 5 years, as indicated in Section 1.2.2:

Contract Term.

Given that installation prices can vary, how would you like us to represent this?

Offerors should complete the Bid Price Worksheet provided as Appendix C in the RFP.

Section 1.2 of the RFP states that ‘pay stations must include hardware, software, installation, and all-inclusive M&O services’.

Installation costs should be included in the prices submitted in Section 1 of the Bid Price Worksheet.

RFP 325-420, Amendment #2 Page 2 of 3

If there are items that are optional with a listed price, how would you like us to represent this in pricing table?

Offerors should complete the Bid Price Worksheet provided as Appendix C in the RFP, for a standard/base model of the proposed solution. It is this model that must be used to respond to the specifications worksheet.

If your base model has some optional features, you may include an addendum describing those optional upgrades, how they may affect certain lines in the specification’s worksheet, and the corresponding cost for those upgrades.

If responses to the specifications worksheet rely on certain upgrades, then you must include those upgrades as part of your cost.

Appendix F drop down menus does not work for Requirement 18 & 19, will you be sending out an amendment with changes for this?

Offeror’s may simply type their selection in Column F for items 18 & 19.

The available choices are ‘Core’, ‘Customization’, or ‘Third Party’; the same choices as the other items.

Appendix F, Item #51 - The system supports a minimum of two transaction processing modes; on-line and networked (hard-wired).

Can you provide more explanation for this requirement?

Transactions need to have the capability to occur with a wireless connection (i.e. cellular) and with a networked or hard-wired connection.

Transactions should also be processed in “online” or batched in “offline” mode.

6 Can you extend the due date?

At this time, State Parks will not extend.

The proposal due date will remain January 8, 2024, at 1pm (PST).

Please provide a list of locations which currently have pay stations, including what type of online connectivity – cell, ethernet, etc.

A list of existing locations and connectivity is provided following the questions of this amendment (pages 4-5).

RFP 325-420, Amendment #2 Page 3 of 3

Please confirm if all current pay machines are Ventek machines, or if there are any other brands of machines currently being used.

Currently, State Parks has both VenTek and Parkeon pay stations in its fleet.

Please confirm whether State Parks provides connectivity in locations that have ethernet connectivity, or whether bidder covers that cost.

In locations where wired connectivity is available, State Parks will supply the connection and cover the cost.

Are Parks staff provided with spare CC readers and are they able to replace them if damaged?

Staff in the parks typically do not have parts on hand for repairs. The Agency does have a small, centralized stock of some parts that can be shipped to out to the parks as needed.

Staff in the parks only do minor troubleshooting and simple parts replacement. Any other repairs need to be covered under the maintenance package provided by the bidder.

How many machines were vandalized and required vendor on-site repair/replacement in the past 12 months?

Vandalism is infrequent, as cash is not in any of the machines. There were less than 5 reports of vandalism to machines in the past 12 months. Typically, card readers will get tampered with or screens will be graffitied.

Appendix F, Item #171 - Customer requires encryption of data when at rest in Bidder storage. Decryption of data at rest must be under control of the application and not a storage platform.

Can you provide specifically what data you need to have encrypted?

All data considered Cat 3 or Cat 4 would need to be encrypted at rest.
