About this file

This is a Level 2 Health, Safety and Environmental Specifications exhibit for RFQ 260538 issued by the Orange County Transportation Authority (OCTA) for non-warranty repair services on Cummins CNG engines for its bus fleet. The specifications establish comprehensive health, safety, and environmental compliance requirements applicable to all contractors, subcontractors, suppliers, and employees performing work on Authority property. The contractor must comply with all applicable Authority HSEC requirements, project site requirements, and bus yard and rail safety rules. Key requirements include designating a qualified Health and Safety Representative prior to commencing work, developing and implementing all federally and state-mandated regulatory programs, and conducting thorough hazard evaluations and documentation for all work activities. The contractor bears sole responsibility for identifying hazards, implementing appropriate controls, and maintaining safe conditions throughout the contract term.

The specifications mandate immediate notification to the Authority's designated representative for any incidents, including property damage, recordable injuries or illnesses, environmental incidents, and visits by regulatory agencies such as Cal/OSHA, DTSC, SCAQMD, and EPA. Written preliminary incident reports must be submitted within 24 hours, with serious injuries or significant near-miss events requiring formal incident investigation and review. The contractor must provide all necessary tools, equipment, and safety protective devices required for compliant work performance and must instruct all employees and subcontractors on hazard identification and mitigation. The contractor must also comply with all federal, state, county, municipal, and local environmental laws governing noise, air quality, water quality, storm water, hazardous materials, contaminated soils, and archaeological resources, as well as all regulations related to hazardous and non-hazardous waste handling, recycling, and disposal. Violation of these requirements may result in corrective action, suspension of work, removal from the site, or contract termination at the Authority's sole discretion.
