About this file
This is Addendum #2 to Request for Quote 25-079-RM issued by the Kissimmee Utility Authority (KUA) in Florida on November 21, 2025, for Hazardous Waste Disposal Services. The addendum addresses clarifications and questions submitted by proposers regarding the disposal of approximately 100 drums annually of hazardous and non-hazardous waste materials, including dirt mixed with non-PCB transformer fluid, crushed light bulbs, photocells, used capacitors, used oil filters, dirty oily rags, and mixed paints. A key service component involves twice-yearly removal of accumulated transformer fluid from an accumulation pit via vacuum tanker, with volumes not exceeding 2,300 gallons per removal and minimum volumes of 100 gallons. The addendum clarifies that photocells are sourced from street light fixtures and classified as non-hazardous waste, capacitors contain no fluid and no PCBs, and the transformer fluid is PCB-free. The original bid submission deadline was extended from December 5, 2025, to December 9, 2025, and a revised Exhibit A-Price Sheet was provided to correct a calculation error in Year 4. The contract structure requires unit pricing for each waste stream across a five-year term consisting of an initial three-year period with two optional one-year renewal periods at KUA's discretion.
Pricing shall be submitted on a fixed unit-price basis per the Exhibit A-Price Sheet, with vendors permitted to provide separate pricing for bulk liquid paint and paint in cans, as bulk liquid paint represents the majority of KUA's recycling needs. Variable fuel surcharges are allowable on the bid sheet. All waste materials must be handled and disposed in compliance with RCRA regulations through recycling or other approved technologies; however, none of the waste streams carry specific RCRA waste codes. KUA will purchase replacement drums off-contract, and the contractor is responsible for all transportation, handling, labeling, and documentation costs. Eight companies submitted bids, and the contract award will be based on identifying the lowest responsive, responsible bidder. The procurement requires the winning contractor to obtain an EPA ID number, maintain licensure as a hazardous waste transporter in Florida, and utilize EPA-approved disposal facilities. Insurance requirements include $1,000,000 per occurrence and $2,000,000 general aggregate for General Liability coverage, $1,000,000 combined single limit for vehicle coverage, and standard Workers' Compensation insurance, with no bid or performance bonds required.

A1. Not more than 2300 gallons.
Q2. What are the volumes of the accumulated transformer fluid that is to be removed?
A3. Not more than 2300 gallons.
Q3. For the Vendor Access to KUA Systems and Network Cert form, will the winning contractor of this bid be considered a Class 1 or Class 2?
A3. Vendor Access to KUA Systems and Networks Certification is a standard bid package form, and it is not applicable to this project.

Q8. Generally, there is a different cost structure for paint in cans versus bulk liquid paint. Is it permissible to include a price for each possibility? Or, will KUA amend the price sheet?
A8. It is okay to include pricing for bulk liquid paint and in cans. FYI-bulk liquid paint is what we recycle most.
Q9. Will the photocells be classified as a regulated hazardous waste? If so, which EPA waste code(s) will they carry?
A9. They are classified as non-hazardous waste material.
Q10. You mentioned that up to 2300 gallons of transformer fluid may be collected during each removal service. That is a significant volume of leaked fluid. Is the fluid accumulated within a secondary containment area? Or, is the contractor required to removed soil and contaminated floor surfacing with the fluid removal service?
A10.The fluid is contained in an accumulation pit. The contractor will remove it with vacuum.
Q11. Is the transformer fluid removal currently being removed with a vacuum tanker? If not, please describe how this service is currently performed.
A11. Yes, the transformer fluid is currently removed with vacuum tanker.
Q12. 1. Do all waste streams need to be recycled or will other technologies be allowed?
A. The material must be handled and disposed as required by RCRA via recycle or other technologies.
2. Which items if any on bid sheet will carry RCRA waste codes? Please provide waste codes that would be specific to each stream.
A. None
3. Are capacitors non-PCB?
A. The capacitors do not have any fluid. These capacitors are for lighting.
4. Please provide additional information about "Item 8 Removal of accumulated transformer fluid".
a. How does the Utility accumulate the transformer fluid?
A. With Accumulation pit.
b. What equipment is needed to remove transformer fluid?
A. Vacuum
c. How many hours does this service typically take?
A. That hours will be determined by the contractor.
d. What is the quantity of transformer fluid to be removed?
A. Maximum 2300 gallons, minimum 100 gallons
e. Are we removing liquid from a container or from transformer?
A. From accumulation pit.
f. Does the transformer fluid contain PCBs? If yes, what is the level?
A. No
