About this file

The document is a Request for Qualifications (RFQ) issued by the City of Sanford, Florida's Finance Department, Purchasing Division, soliciting proposals for the Marina Isle Seawall Reconstruction project. The RFQ seeks a qualified engineering and architectural firm licensed in Florida to design, engineer, and permit repairs to the Downtown Sanford Marina, with a complete bid and permitting package consistent with the project's conceptual scope of work. The project involves reconstructing approximately 2,024 feet of existing seawall around Marina Isle, raising its height to protect against future flooding and storm intensity. The solicitation requires a comprehensive design service including program completion, schematic design, design development, construction documents, bidding, construction administration, and a one-year warranty period. The RFQ was released on June 5, 2025, with proposals due on June 26, 2025, and a mandatory pre-bid meeting scheduled for June 10, 2025, at 10:00 AM at City Hall.

The project is funded through a $5,000,000 U.S. Department of Commerce Economic Development Administration Economic Adjustment Assistance grant, with the total project cost estimated at $7,163,762, including the City's cost share. The preliminary order of magnitude construction cost estimate is $5,731,009.80, with engineering design and permitting estimated at $458,480.78, inspection services at $401,170.69, and a 10% contingency of $573,100.98. The City will contribute 20% ($1,432,752.45) of the total project cost, with the federal share covering 80% ($5,731,009.80). The project involves building a King Pile wall as a flood barrier, with concrete panels and prestressed concrete piles, designed to a peak elevation of +10' NAVD88. The seawall reconstruction is part of a larger effort to improve the Downtown Sanford Marina and Marina Isle area, which was significantly damaged by Hurricane Ian in 2022.

SECTION 2. SCOPE OF SERVICES AND TECHNICAL REQUIREMENTS.

2.01 SCOPE OF SERVICES.

a. The Sanford Florida Marina Isle Flood Protection project will reconstruct the existing seawall around Marina Isle to provide a state-of-the-art facility that will increase the seawall height to protect from future flooding and increased intensity of storms. This project at Marina Island (aka Marina Isle) is part of a larger ongoing effort by the City of Sanford to continually improve flood protection for the area. Approximately 2,024 feet of seawall will be fortified and raised in elevation by approximately two feet.

b. Sanford’s Marina Isle is located at the north end of N. Palmetto Avenue on the shores of Lake Monroe. The Downtown Sanford Marina is located within Marina Isle at 531 N. Palmetto Avenue. A separate project is ongoing to reconstruct the Downtown Sanford Marina to repair damages from Hurricane Ian.

c. The Sanford Marina Isle Seawall Project will design and construct a state-of-the-art seawall to protect the Marina Isle peninsula. The project will rebuild an existing seawall that is functionally obsolete and that cannot adequately address the challenges of flooding from increasingly intense and more frequent storms. The City of Sanford owns the land and the lake bottom in and around Marina Isle.

d. The Marina Isle peninsula, accessed by Palmetto Avenue, consists of the City-owned Downtown

Sanford Marina and long-term leases by two private entities. The marina and public areas include boat docks, a drystack storage building, an office and restroom facility, parking lots, picnic pavilions, and sidewalks along Palmetto Avenue. The remainder of Marina Isle is leased to TFA IV Properties, LLC, who operate an Assisted Living Facility and sublease three additional buildings to private companies for an event center, a restaurant, and a commercial office building. A second tenant, VANIK Investments, LLC, leases a parcel that operates as a trailhead and restaurant. Other private businesses rely on the marina such as the St. Johns Rivership cruise boat and rental boat companies.

e. In 2024, the City of Sanford was awarded a U.S. Department of Commerce Economic

Development Administration Economic Adjustment Assistance grant for $5,000,000 to reconstruct the existing seawall. The proposed project, totaling $7,163,762 including the City’s cost share, will increase the height to better protect Marina Isle from storm damage and prompt redevelopment and private investment in the area. A king pile design concept was developed as the most feasible and cost effective method to achieve the desired seawall reconstruction It is the City’s intent that the selected firm will provide complete professional design, permitting, and grant administration services including Program Completion, Schematic Design, Design Development, Construction Documents, Bidding, Construction Administration, grant administration, and administration of the one-year warranty period.
