SECTION 5 — EVALUATION FACTORS FOR AWARD
Addendum to RFO 52.212-2 — Evaluation—Commercial Products and Commercial Services
The Government intends to award a firm-fixed-price purchase order to the responsible quoter whose quotation conforms to the solicitation and is most advantageous to the Government, price and other factors considered.
The following factors will be evaluated in the order listed:
Factor 1 — Price
The Government will evaluate all quotations for price and rank them from lowest to highest Total Evaluated Price (TEP).
The Total Evaluated Price (TEP) is the sum of the extended prices for all CLINs in Section 2 of this solicitation. Quoted prices shall be all-inclusive and include all costs necessary for complete performance, including design, furniture, task chairs, podium, delivery, freight, storage, removal of existing furniture, recycling/disposal, assembly, installation, coordination, cleanup, warranty support, and any other incidental costs.
The Government will not be responsible for costs not included in the quoted TEP.
The Government will evaluate the reasonableness of the offered price using price analysis and available price competition.
Factor 2 — Technical Capability
The Government will evaluate the quotation of the lowest-priced quoter to determine whether the offered products and services meet all requirements of Attachment 1, SOW.
Technical acceptability will be evaluated on a pass/fail basis. To be technically acceptable, the quotation shall clearly demonstrate compliance with all mandatory requirements, including:
1. Required quantities of CW01, CW02, CW03, and C01;
2. Applicable furniture dimensions and room-layout compatibility;
3. Required integrated power strips and minimum 15-foot pigtails;
4. Required cable-management and communications-pathway features;
5. Required monitor-support, CPU storage, task-lighting, and workstation features;
6. Removal of existing furniture, transfer to the identified recycle center, delivery, assembly, installation, cleanup, and final acceptance support;
7. Ability to meet the required delivery and installation schedule; and
8. All other salient characteristics identified in the SOW.
If the lowest-priced quotation is determined technically unacceptable, the Government will evaluate the next lowest-priced quotation. This process will continue until a technically acceptable quotation is identified or all quotations have been evaluated.
Responsibility Determination
Before award, the Contracting Officer will determine that the selected quoter is responsible under the applicable RFO responsibility provisions.
A technically acceptable quotation will not result in award if the selected quoter is found nonresponsible. In that event, the Government may proceed to the next lowest-priced technically acceptable quoter.
