About this file
This file is a Questions and Answers (Q&A) document addressing 22 inquiries from potential offerors regarding the procurement of console workplace furniture and installation services for Building 8401, Room 254 at Vandenberg Space Force Base, California.
The procurement requires three CW01 consoles (5'-4" wide x 4'-0" deep, supporting two trainees each), three CW02 consoles (8'-0" wide x 4'-0" deep, supporting three trainees each), one CW03 podium, and 15 task chairs, all to be installed in a single 299-square-foot training room on the second floor. The CW01 and CW02 consoles must be freestanding, leg-supported units with adjustable leg height of at least 1.5 inches, featuring removable high-pressure-laminate access panels, an equipment rack with minimum 13 inches clear by 29 inches high, and an integral horizontal extrusion or slat rail for mounting 27-inch monitors, monitor arms, keyboards, mice, CAC readers, KVM equipment, Crestron transmitters/receivers, CAT6 cabling, and HDMI cabling. Cabling will run from under the console; no building attachment is required. The Government will accept approved equals and alternate layouts provided they meet functional requirements and maintain required egress and ADA clearances. Offerors must provide design deliverables including floor plans, panel/hardware layouts, power-distribution layouts, and bills of materials; PDF drawings may be submitted initially, but native .dwg files are required upon Government request. The procurement is a 100% Total Small Business Set-Aside, meaning all prime offerors must be eligible U.S. Small Business concerns; Canadian-manufactured products from an authorized OEM/dealer partner will be evaluated as qualifying country end products under DFARS 252.225-7001. The contractor is responsible for removing and disassembling existing furniture, coordinating delivery to the Base Recycle Center, conducting site walk-throughs after award, and providing installation oversight. The installation site is on the second floor with freight elevator access; semi-trailer parking and off-loading access are available within 100 feet, but no loading dock is available. Contractor personnel will be escorted at all times and must comply with base-access and controlled-area coordination requirements. The quote deadline was 28 September 2026 at 9:00 AM PST; the Government denied a request for extension.

18 SDS OWF Console Furniture & IT Q&A’s
1. How will CW01, CW02, CW03 be cabled? From under the console, a facility wall or the ceiling? Under the console
2. Is there a preferred console you are looking for?
a. CWO1 Console furniture, 5'-4"w x 4"-0"d, supporting two trainees
b. CW02 Console furniture, 8'-0"w x 4"-0"d, supporting three trainees
3. Do you have an equipment list for the proposed consoles? Our consoles has a horizontal extrusion (slat rail tool bar) that we mount our monitor arms to. Is that an acceptable mounting solution? Yes. The associated classroom equipment includes 27-inch monitors, monitor arms, keyboards, mice, CAC readers, KVM equipment, Crestron transmitters/receivers, CAT6 cabling, and HDMI cabling.
A horizontal extrusion is acceptable if it is integral to the console and supports the required monitor arms, 27-inch monitors, cable management, and access to power/communications. It will be treated as the required slat-rail tool bar/equal feature
4. Do you have pictures of the existing furniture that needs to be removed? If not, do you have a list?
a. No photographs or detailed inventory of the existing furniture are provided. The contractor shall remove and disassemble all existing furniture in Room 254 and transfer excess furniture to the VSFB Base Recycle Center.
5. Can you provide the process for delivery and paperwork for submittal of disassembled/removed furniture to the Recycle Center?
a. The contractor is responsible for coordinating delivery of removed furniture to the Base Recycle Center, Building 11510, and for preparing the required recycling/disposal paperwork. The Government project manager will provide the Recycle Center coordination point and any local form or delivery procedures after award. Building 11510, 1205 Utah Avenue, Vandenberg Space Force Base, CA 93437. Phone Number: (805) 605-1143
6. Is the installation on the first floor or is there a freight elevator available? Does the building have tractor trailer access and a loading dock?
a. The installation is on the second floor, a freight elevator is available. The site has semi-trailer/truck parking and off-loading access within 100 feet of the installation entrance.
b. A loading dock is not available. The contractor must provide the appropriate equipment and delivery method if no dock is available.
7. “The contractor shall be responsible for collection of information relevant to the design/redesign of a space. Examples could include personnel interviews, and questionnaires and walk-through inspections of the facility, as well as the existing furniture database (if available).” Will there be a site visit scheduled prior to award?
a. Due to the solicitation schedule, the Government will not conduct a pre-quote site visit. Offerors shall prepare their quotations using the solicitation, attachments, and published questions and answers. The contractor shall conduct the site walk-through and collect site-specific information necessary for final design/redesign after award and before final design submittal, coordinated through the Contracting Officer.
8. The Government confirms that the site has semi-trailer/truck parking and off-loading access within approximately 100 feet of the installation entrance. A loading dock is not available; the contractor shall provide appropriate delivery and off-loading equipment.COUNTRY OF ORIGIN AND DOMESTIC PREFERENCE. The console workplace furniture we propose is manufactured at our own plant in Canada. Please confirm: (a) which domestic preference clauses apply to this acquisition; (b) whether a Canadian-manufactured end product will be evaluated as a qualifying country end product and (c) whether any policy issued since the solicitation was drafted changes the treatment of Canadian-origin furniture on this requirement. We are asking now rather than at award so that our quote reflects the Government's position accurately.
(a) Applicable Domestic Preference Clauses:
The acquisition is governed by the Buy American statute and DoD Balance of Payments Program, implemented through DFARS 252.225-7001 and DFARS 252.225-7002 (incorporated in Attachment 3 of the solicitation).
(b) Evaluation of Canadian-Manufactured Products:
9. Under DFARS 225.003 and DFARS 225.872-1, Canada is designated as a DoD Qualifying Country.
10. However, because this solicitation is a 100% Total Small Business Set-Aside, all prime offerors must be eligible U.S. Small Business concerns. In accordance with DFARS 225.872-3(a), direct offers from foreign concerns cannot be considered for award under a small business set-aside.
11. An eligible U.S. Small Business prime contractor proposing Canadian-manufactured furniture from an authorized OEM/dealer partner will be evaluated in accordance with DFARS 252.225-7001, where Canadian end products/components are treated as qualifying country end products.
a. (c) Recent Policy Changes:
There are no recent policy changes altering the treatment of Canadian qualifying country products under DFARS Part 225 for this requirement.
12. OEM AUTHORIZATION EVIDENCE. Paragraph 3.2.10 requires the prime or a proposed first-tier subcontractor to be the OEM or an OEM-authorized dealer for the console workplace furniture manufacturer proposed, with documentation from the manufacturer demonstrating authorization to furnish the products and applicable warranty support. Where the prime is itself the manufacturer of the proposed consoles, please confirm what documentation satisfies 3.2.10 — for example a signed statement on company letterhead identifying us as the OEM and stating the warranty terms.
a. Where the offeror is the OEM, a signed statement on company letterhead identifying the offeror as the manufacturer of the proposed consoles and confirming warranty responsibility is acceptable. The offeror must also demonstrate capability to provide manufacturer-certified installation oversight.
13. ROOM CAPACITY. Attachment 2 shows Room 254 as a training room of approximately 299 square feet. The CLIN quantities total three CW01 at 5'-4" wide, three CW02 at 8'-0" wide and one CW03, plus fifteen C01. Please confirm the quantities are correct for this single room, or identify any additional rooms in scope. If the quantities are correct, please confirm whether the Government will accept a layout that departs from the arrangement shown on Attachment 2 in order to meet egress and ADA clearances.
a. The quantities are correct and apply to Building 8401, Room 254 only: three CW01 consoles, three CW02 consoles, one CW03 podium, and 15 task chairs. Offerors may propose an alternate layout if it meets all stated functional requirements, maintains required egress and ADA clearances, and is approved by the Government before installation.
14. DESIGN DELIVERABLE FORMAT. Paragraphs 3.3.17 and 3.3.18 call for .dwg files and AutoCAD or MicroStation compatibility. Please confirm whether dimensioned shop drawings and layout plans delivered in PDF satisfy the submittal requirement, and at what point in the schedule any native CAD file is required.
a. PDF drawings may be submitted for initial review; however, the contractor shall provide native .dwg files when requested by the Government project manager. Required design products will include the floor plan, panel/hardware layout, power-distribution layout, and bill of materials.
15. SCIF ADJACENCY AND SITE ACCESS. Attachment 2 shows Room 254 adjoining a new SCIF and a vault. Please confirm whether any part of the installation occurs inside accredited space, what clearance or escort arrangements apply to the installation crew, and whether any supply chain or foreign ownership restriction applies to furniture installed in or adjacent to that space beyond the clauses in the solicitation.
a. Installation will occur in a secure area. Contractor personnel will be escorted at all times, with escorts provided by the Government/user. Contractor personnel must comply with base-access, identification, vehicle-inspection, personnel-list, and controlled-area coordination requirements. No additional SCIF-specific supply-chain or ownership restriction is identified in the SOW.
16. APPROVED EQUALS. The SOW states twice that approved equals are allowed. Please confirm whether approved-equal substantiation is submitted with the quote or after award, and who makes the determination.
a. Approved equals are permitted. Offerors shall provide sufficient technical information with their quote to demonstrate that an offered equal meets or exceeds all salient characteristics and functional requirements. The Government will determine acceptability before award.
17. REQUEST FOR EXTENSION OF THE QUOTE DUE DATE. We respectfully request that the quote due date be extended to seven business days after the answers to these questions are published, rather than the current 28 September 0900 PST. The reason is specific rather than general. The answers to questions 1, 2 and 3 each determine whether we can quote at all — country of origin treatment, whether a Tier I agreement is a condition of award, and what satisfies the OEM authorization requirement. Question 4 determines the layout and therefore the bill of materials and the price. As the schedule stands, answers published after today leaves one business day to complete a design, a bill of materials and a priced quote against requirements we do not yet know the answers to. An extension would let us give the Government a responsive, fully priced quote rather than a conditional one, and we expect it would allow other offerors to do the same.
a. The Government will not consider the request for an extension due to end-of-year constraints.
18. FREESTANDING CONSOLE OR WALL-SUPPORTED SYSTEM. Please confirm whether each unit is a self-supporting, freestanding console whose work surface is carried by its own base frame and legs, or a system in which the work surface is suspended from a wall-mounted slat wall or vertical spine. We read the requirement for adjustable leg height of 1-1/2 inches as indicating a freestanding, leg-supported structure, but the drawing does not settle it and the two are different products at different prices.
a. The required CW01 and CW02 units are intended to be freestanding, leg-supported consoles. The SOW specifies console bases with center and end C-leg supports and adjustable leg height of at least 1½ inches.
19. ATTACHMENT TO THE BUILDING. Please confirm whether any part of the units attaches to the building walls or structure, and if so, what attachment the Government expects. If nothing attaches to the building, please confirm the units are intended to be fully freestanding.
a. No building-wall or structural attachment is specifically required for the consoles. The SOW only states that any furnishing attached to the building must be securely attached; it does not direct that these consoles be attached. The units should therefore be quoted as freestanding unless the Government directs otherwise during design review.
20. ENCLOSED EQUIPMENT CABINET OR OPEN TABLE SYSTEM. Please confirm whether the Government requires an enclosed equipment cabinet below the work surface — housing the specified equipment rack of minimum 13 inches clear by 29 inches high, with cable management and ventilation — or an open-concept table system with no enclosure below. This is the single largest driver of cost and lead time in the requirement.
a. The requirement is not for an open table system. CW01 and CW02 require a console base with removable high-pressure-laminate access panels and an equipment rack with at least 13 inches clear by 29 inches high. The specified racks are open basket-wire cable trays, with accessible panels for power and communications connections. The SOW does not require a separate sealed or ventilated equipment cabinet.
21. SLAT RAIL LOCATION. Please confirm that the slat rail specified at approximately 14-1/2 inches is mounted to the console's own vertical panel and forms part of the console structure, rather than being mounted to a building wall or to a separate wall-mounted system.
a. The slat rail/tool bar is intended to be integral to the console assembly. The SOW describes the tool bar, monitor arms, and removable laminate panel as console features and does not direct wall mounting. It should not be quoted as a separate building-wall-mounted system.
22. HORIZONTAL BEAM AS AN APPROVED EQUAL. The SOW states that approved equals are allowed. Will the Government accept monitor arms mounted to a horizontal support beam integral to the console, in place of a slat rail, where the beam provides equal or greater monitor capacity, adjustment range and load rating? A beam is more cost effective than a slat rail at the same functional result, and we would propose it as an approved equal if acceptable.
a. A horizontal support beam integral to the console may be proposed as an approved equal in place of the slat rail, provided it meets or exceeds all required monitor-arm capacity, adjustability, load-rating, cable-management, access, and functional requirements. The offeror should include technical substantiation with its quote; the Government will determine acceptability before award.
