About this file
This document is a contract clauses reference and specifications document for a Department of Defense federal contract opportunity, primarily governed by Defense Federal Acquisition Regulation Supplement (DFARS) and Federal Acquisition Regulation (FAR) requirements.
The document establishes mandatory contract clauses incorporated by reference, covering compliance areas including compensation of former DoD officials, whistleblower protections, prohibited defense telecommunications equipment, hexavalent chromium prohibition, Buy American provisions, small business utilization, child labor restrictions, equal employment opportunity, trafficking in persons prevention, and debarment/suspension protections. Key payment and administrative requirements include electronic invoicing through the Wide Area WorkFlow (WAWF) system using specific document types (cost vouchers, invoices, receiving reports, progress payments, or performance-based payments) with routing through designated Defense Activity Address Codes (DoDAAC), with Pay Official DoDAAC F87700 and Admin DoDAAC FA4610. The contractor must register in the System for Award Management (SAM) at https://www.sam.gov and WAWF at https://wawf.eb.mil/, with helpdesk support available at 866-618-5988. Additional requirements address contractor access to Department of the Air Force installations, including mandatory base identification and vehicle passes, security compliance with DAFI 31-101 and DoDMAN protocols for controlled or restricted areas, personnel emergency mass notification enrollment, and health and safety standards compliance. The document designates an ombudsman (erik.symanski@us.af.mil) to facilitate resolution of concerns from offerors and potential offerors, with escalation available to the Department of the Air Force ombudsman at SAF/AQC. Failure to comply with installation access and identification requirements may result in withholding of final payment.
