Project Title U.S. Department of Agriculture (USDA) Reverse Trade Missions (RTMs) to the 2027 Summer Fancy Food (SFF) Show and the Americas Food and Beverage (ABF) Show.
General Information
1.0 Background and Purpose
1.1 Background
USDA-sponsored RTMs open doors and deliver results for U.S. exporters, giving them the opportunity to forge relationships with potential customers, gather market intelligence and, most importantly, generate sales in exports to new foreign markets.
During each RTM, participants will receive first-hand education from FAS and presenters about business conditions in the U.S. through educational outreach, meetings with government officials, site visits to local business facilities and informal networking with other RTM participants. Each RTM program will plan for participants to have up to 2 full days at the U.S.-based international trade shows to meet U.S. exhibitors on the trade show floor to forge relationships and buy U.S. food agricultural products.
Among other experience and competencies, the Contractor shall have familiarity with local individuals and companies in the agribusiness sector.
1.2 Purpose
The U.S. Department of Agriculture (USDA), Foreign Agriculture Service (FAS), Global Programs (GP), Trade Missions and Shows (TMS) Division coordinates the implementation of USDA trade promotion programs domestically and internationally. Each year FAS sponsors foreign buyers to be part of USDA Reverse Trade Missions (RTMs) held before and during a U.S.-based international trade show. The sponsored foreign buyers are importers of U.S. agricultural, food, and/or beverage products into their country’s and/or region’s economies. Foreign buyers/importers that FAS sponsors to be part of the RTMs are termed “RTM participants”. RTMs are a critical USDA program to promote U.S. food and agricultural exports that provide opportunities for U.S. exporters to build relationships with potential customers in foreign countries, gather market intelligence, and generate sales of U.S. food and agricultural products. USDA's RTMs enable U.S. agricultural producers to access new or expand existing international markets by establishing partnerships through sales in agri-food production, processing, inputs, and value-added products.
TMS seeks support from a contractor to provide implementation services for USDA’s RTM program. These services shall include the following:
· Identification of export-ready U.S. businesses at the designated U.S.-based international trade shows (i.e., U.S. exhibitors interested in exporting to international markets)
· Outreach/education to U.S. businesses about FAS-sponsored foreign buyers
· Matchmaking facilitation using the cVent application
· Logistics management
· Coordinating site visits and plenary speakers
· Drafting and supplying informational materials
· Interpretation and translation support
· Conducting post-RTM surveys and documenting testimonials
1.3 Objectives
1.3.1 The Contractor shall provide support in the planning and implementation of activities associated with two USDA RTMs. The overall period of performance for this contract is a total of 15 months, and each event will have its own period of performance respectively. The specific period of performance will be identified in each event.
1.3.1.a. Event One: The Summer Fancy Food (SSF) Show will be held in New York, New York. The period of performance for this event is 12 months after contract award.
1.3.1.b. Event Two: The Americas Food and Beverage (ABF) Show will be held in Miami, Florida. The period of the performance for this event is 12 months after contract award.
1.3.2 The Contractor shall demonstrate: 1) strong ties with U.S.-based public and private sector agricultural and agribusiness stakeholders; 2) a resume reflecting a history of facilitating high visibility international and local marketing and promotional events; and 3) adequate staffing to accomplish the tasks set forth in this document. The Contractor shall demonstrate clear capabilities related to the following for each RTM:
· Identification of export-ready U.S. companies exhibiting at the 2027 SFF Show and the AFB Show.
· Outreach to U.S. businesses at the SFF Show and the AFB Show to educate them about FAS-sponsored RTM participants.
· Matchmaking between U.S. exhibitors and RTM participants.
· Logistics management (including ground transportation management, lodging, interpretation services, meeting/conference space, and daily morning small meeting room for only FAS and Contractor use.
· Identification of relevant site visits and plenary session speakers.
· Development of informational materials in multiple languages. See language below regarding utilization of cVent app.
· Follow-on activities associated with the RTMs.
· Monitoring and evaluation of the RTMs.
1.3.3 USDA’s RTMs consist of two components. The first component focuses on the development of commercial opportunities, including identifying export-ready U.S. companies and matchmaking between RTM participants and these U.S. companies. The second component includes the provision of educational programming that improves the RTM participants’ knowledge of the diversity and quality of U.S. food and agricultural products and understanding of the mechanics of purchasing and importing U.S. food and agricultural products to their local markets.
1.3.4 FAS will gauge the success of each RTM by successful completion of the following:
· RTM participants receiving first-hand education about the export-import dynamics between the U.S. and their home markets, U.S. business environment (e.g., shipping consolidation, financing), and food safety/quality.
· Participating speakers and export-ready U.S. companies whose product sectors align directly with the import needs identified by the RTM participants (see Section 6.3.1).
· The creation, development or expansion of contacts between U.S. exporters and the RTM participants and increased sales of U.S. agricultural and food products.
· An increase in sales measured through self-reporting evaluations of projected sales at the end of the RTM and again 2 months after the event.

Contractor Requirements
3.0 Technical Requirements / Tasks
In 2027, USDA’s first RTM program will occur over a 4-day period (does not include travel time) in July focusing on the SFF Show in New York, New York. FAS expects, dependent upon home country, RTM participants will arrive in New York City one or two days prior to the start of the RTM program and depart New York the day after SFF concludes. USDA’s second RTM will occur over a 4-day period (does not include travel time) in September 2027 focusing on the AFB Show in Miami, Florida. FAS expects, dependent upon home country, RTM participants will arrive in Miami one or two days prior to the start of the RTM program and depart Miami the day after AFB concludes.
The Contractor shall develop a proposal for how they will accomplish the objectives and implementation of activities included within this performance work statement. The requirements for both events are as follows:
3.1 Summary of Responsibilities
TMS, assisted by FAS’s network of overseas offices, is responsible for identifying and selecting RTM participants. In coordination with TMS, and relevant USDA partners (e.g., State Regional Trade Groups, National Association of State Departments of Agriculture, etc.), the Contractor shall identify the appropriate exhibiting agribusinesses at the SFF Show held in New York and AFB Show held in Florida for the RTM participants to meet, based on the RTM participants’ targeted product sectors for import and U.S. exhibitors’ products for export. The RTM participants will tell FAS what products they are interested in purchasing and TMS will share this information with the Contractor. The Contractor shall match the participants with US companies. The RTM participants will meet at the booths of exhibiting U.S. agricultural companies to discuss commercial relationships and potential sales of U.S. food and agricultural products.
The Contractor shall identify established and relevant free and fee-based networking opportunities that may be appropriate for the RTM participants (i.e. that will likely result in commercial sales/export of U.S. products) for TMS consideration and approval. Alternatively, if networking opportunities are limited the Contractor may propose to host a networking event with relevant industry representatives.
The Contractor shall organize logistics as outlined below for each RTM. This includes incorporating and utilizing the cVent app, for which USDA/FAS will bear all costs and make available to the vendor at no cost. The purpose of the cVent app is to serve as a readily accessible centralized resource tool for RTM participants containing – at the minimum – all RTM related documents and information, lists of recommended U.S. companies that RTM participants could meet with (organized by product or hall location), overall RTM program itinerary, relevant information and materials, on the ground push notifications (e.g., bus status). Information in the app shall be made available up to four languages (designated by TMS) in addition to English. This will provide a platform to allow for more immediate updates, including notification of schedule changes and other events, and the reduction of hard copy materials. The Contractor shall designate one member of its team who shall have access to the TMS cVent account, and who shall coordinate with a member of the TMS team to make any changes to the schedule and notify participants via the cVent app.
The Contractor shall be responsible for sending notifications to participants on two FAS approved platforms, both the cVent app and WhatsApp.
Participants will also use WhatsApp to share photos and provide feedback to the group and organizers.
3.2 Kick-Off Meeting
The Contractor shall commence coordination of RTM preparation activities immediately upon contract award. To initiate this process, the Contractor shall schedule and conduct a kick-off meeting, conducted via Microsoft (MS) Teams with the FAS Contracting Officer’s Representative (COR) and other USDA personnel within one week of contract award.
3.3 Pre-Event Outreach, Education, and Matchmaking
3.3.1 Identification of Export Ready U.S. Companies and Products for Export The Contractor shall identify export ready U.S. companies exhibiting at the SFF Show and AFB Show to meet with each of the RTM participants. FAS/TMS will introduce the Contractor to relevant USDA partners (e.g., State Regional Trade Groups, cooperators, etc.) that can help with the identification of prospective U.S. companies. The Contractor shall identify the methodology for identifying and recruiting, including identifying products for export by U.S. companies. TMS will establish and provide a list of participating foreign importer companies to include their targeted products for import. The Contractor shall be responsible for creating a list of relevant U.S. companies – relevancy based on matching U.S. companies’ products for export with identified products for import by RTM participants – for each participating foreign importer company. The Contractor shall strive to identify a minimum of 10 U.S. companies for each RTM participant per full day scheduled visit to the trade show. The Contractor will make available the final list to each participant via email and on the cVent app. The Contractor will make and communicate all changes/updates after the final list is distributed through the cVent app.
If the Contractor is unable to identify at least 10 U.S. companies per full day scheduled visit to the trade show (e.g., misalignment of products for import vs. the trade show categories), the Contractor shall notify TMS staff 6 weeks prior to the start of each RTM. TMS staff will determine whether to notify the foreign importer company that the RTM may not support their needs or request additional information/clarification from the RTM participant to better assist.
Offerors responding to this request for proposals shall plan their budget based on up to 75 RTM participants on the app with access to their individual buyers’ lists. TMS will review the lists on a weekly basis beginning four (4) weeks prior to each RTM to ensure the U.S. companies comprise legitimate and promising opportunities for the RTM participants. The Contractor shall provide the meeting list of export-ready U.S. exhibitors’ contact information (e.g., name, company, email, telephone, booth location/number, products for export) to the FAS-sponsored RTM participant – at least 2 weeks in advance of the trade show. The Contractor shall be responsible for promoting awareness of the USDA RTM and FAS-sponsored RTM participants at the SFF Show and AFB Show and connecting U.S. exhibitors with inquiries about specific overseas markets with FAS staff.
3.3.2 Outreach/Education to U.S. Businesses
The Contractor and TMS will jointly conduct outreach sessions/meetings with U.S. businesses to educate them on the FAS sponsored RTM participants; including an overview of the program, FAS’s involvement, FAS’s mission, RTM participants’ companies, information on RTM participants’ home country or regional markets, and contact information for export assistance for RTM participants’ home country markets. For example, this may include informational emails, informational calls, and so forth to U.S. exhibitors.
3.3.3. Compilation of RTM Participants’ Profiles
TMS will provide the Contractor preliminary company profiles (in English) for all RTM participants that the Contractor shall use in identifying the most appropriate export ready U.S. companies for the matchmaking facilitation. The Contractor shall be responsible for coordinating with TMS and FAS overseas offices to finalize the foreign company profiles as necessary (e.g., to complete missing information on products for import). The Contractor shall include the TMS COR and key FAS stakeholders in all communications with FAS overseas offices.
3.3.4 Pre-departure Virtual Orientation
For each RTM, the Contractor shall host a virtual orientation with all RTM participants 14 to 21 days prior to departure for the United States. The virtual orientation shall include logistics (e.g., airport pickup upon arrival/sign), explanation and run through of the cVent app, weather and appropriate clothing, transportation around the city and nearby attractions. If available, a representative from the SFF Show and the AFB Show will participate in the call. The Contractor shall provide TMS with an orientation attendance list of RTM participants. The attendee list shall be submitted to the COR 5 days after the virtual orientation event in PDF format.
3.3.5. RTM 2027 Logo Development
The Contractor shall develop and provide custom logos for the RTMs to the SFF Show and the AFB Show. The Contractor shall use these logos on all materials (i.e., digital, print, promotional items) to brand and distinguish USDA’s RTM. Contractor shall seek TMS approval before logo is finalized and any items are commissioned or printed.
3.3.6 RTM Welcome Information for Participants
The Contractor shall provide all RTM participants and participating FAS staff with welcome information. The welcome information shall be sent via email to all foreign buyer participants and FAS staff at least two weeks prior to the start of the RTM and shall contain general information on New York, New York or Miami, Florida (i.e., expected weather conditions, cuisine, dress, list of local restaurants, a list of relevant contact information, including emergency numbers, how to dial to mobile phones from other countries while in the U.S., etc.) depending on the RTM, a welcome letter provided by TMS and the SFF Show or AFB Show exhibitor directory. All documents shall be made available on the cVent app in English and a maximum of four additional languages (TBD).
3.3.7 On-Site Assistance

Event 1: The Contractor shall make every effort to secure lodging at the General Services Administration’s established lodging per diem rate (currently $237 per night for the month of July 2026 in New York City, subject to change by GSA) at a hotel within reasonable distance (as determined by TMS) from the SFF Show. Note: GSA lodging per diem rates is not inclusive of hotel taxes. Should the Contractor not be able to secure the required lodging rooms at hotel within a reasonable distance from the show, TMS may authorize an increase based on USDA’s actual expense travel policies (currently $355.50 per night for New York City) however, the Contractor shall secure TMS’s approval before agreeing to a rate exceeding the GSA per diem. The room block for New York is 5 nights in July 2027 (exact dates TBD). The Contractor shall provide a room block for 5 nights in New York and a reservation link for up to 75 rooms in July 2027 (exact dates TBD). The Contractor shall coordinate with the hotel to accommodate early arrivals/check ins/check outs. In addition, the Contractor shall reserve a room block and provide the reservation link for 30 rooms, within GSA per diem for self-pay FAS staff during the 5 nights in July 2027 in New York City.
3.4.1.b. Event 2: The Contractor shall make every effort to secure lodging at the General Services Administration’s established lodging per diem rate (currently $145 per night for the month of September 2026 in Miami, subject to change by GSA) at a hotel within reasonable distance (as determined by TMS) from the AFB Show. Note: GSA lodging per diem rates is not inclusive of hotel taxes. Should the Contractor not be able to secure the required lodging rooms at a hotel within a reasonable distance from the show, TMS may authorize an increase based on USDA’s actual expense travel policies (currently $217.50 per night for Miami) however, the Contractor shall secure TMS’s approval before agreeing to a rate exceeding the GSA per diem. The room block for Miami is 5 nights in September 2027 (exact dates TBD). Depending on originating country, FAS/TMS expects some participants will arrive one or two days earlier in Miami, and some participants will depart earlier than the scheduled conclusion of the RTM. The Contractor shall coordinate with the hotel to accommodate early arrivals/check ins/check outs. In addition, the Contractor shall reserve a room block and provide the reservation link for 30 rooms, within GSA per diem for self-pay FAS staff during the 5 days in September 2027 in Miami.
The Contractor will make every attempt to reserve meeting space in the same venue as the selected RTM lodging(s). However, if the selected RTM lodging(s) is unable to accommodate, the Contactor shall identify an appropriate (as determined by TMS) venue to conduct meetings during each RTM. The Contractor shall provide a rationale for identifying the recommended venue (e.g., proximity to the SFF Show and AFB Show venues, etc.). The requirements for each RTM include the following:
