About this file
This document is Amendment 03 to Solicitation RFP LBNF-361672-BF for Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment South Dakota Rigging Services. The amendment contains detailed questions and answers from a preproposal meeting, providing critical insights into the project's rigging services requirements. Key details include a tentative work schedule of 2 shifts working 6 days per week (7am-5pm and 7pm-5am), with staffing levels varying by month. The 20 Ton Monorail Cranes installation will be bid as a separate package, and subcontractors are required to provide their own gang boxes, rigging racks, and cap lamps.
The document outlines specific operational parameters, such as SDSTA moving materials on and off the cage, work beginning at the west ledge, and Fermi Forward Discovery Group (FFDG) providing specialized lifting fixtures. Rigging activities will occur within underground caverns at the Sanford Underground Research Facility (SURF) in DOE-leased space. The proposal due date is June 27, 2025, with FFDG noting they will work with the successful bidder to develop rigging plans as needed. Additional logistics include one-and-a-half-day environmental, safety, and health (ESH) onboarding, no on-site parking, and adherence to a fatigue management plan.

TITLE OF PROJECT:
Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment South Dakota Rigging Services
Question and Answers from Preproposal Meeting.
Question Answer
1 Will bridge cranes be bid separately?
The 20 Ton Monorail Cranes installation package will bid as a separate package from the Rigging Subcontract.
2 What are the flag anchor points?
Designations for utility hangers
3 Where will equipment be stored?
Sub-contractor's own gang box and rigging racks will be required for storage.
Sufficient storage will be provided for gang boxes or racks on both ledges. If racks or boxes require movement, it can be coordinated with FFDG to assist with movement.
4 Explain the number of riggers and shifts.
Starts off with Lead/foreman only and builds to peak, this is an estimation.
Proposed headcount by month provided here. Current working estimation is for 2 shifts working 6 days per week. Tentative shift schedule is 7am-5pm and 7pm to 5am ( 10 hour shifts). This is subject to change with updates/changes to installation schedule.
4 Continued
5 When we start, will it be consistent?
Yes, once work begins the rigging services will be utilized consistently.
However staffing levels will be variable. Please see question 4.
6 Does the 12 hour shift include cage time?
Shift includes cage time. Subcontractor will abide by cage times. There will be some time before next cage is available. Cage times will be adjusted by number of workers.
7 Since monorail is at other end of the cavern, will the riggers hand to the erectors?
No. Pieces will be laid in a predetermined location. There will be a staging area, and that landing zone will be constantly moving with the progress.
8 Will riggers move materials out of the shaft?
SDSTA will move materials on and off the cage.
9 Will the work start at the west ledge?
Yes, a separate team of individuals holds the responsibility to move the material from shaft to west end of the caverns for the rigging contractor to begin activities there may be activities with mobile crane/equipment that will require riggers to work with an operator in a location within the DOE leased space but outside of the cavern. This will be planned in advance and preproperate work planning control documentation will be communicated.
10 Will any pieces need special rigging methods?
Update rigging list in RFP. Fermi forward will provide any specialized lifting fixtures for below the hook lifting fixtures.
11 Do we need our own rigging plan?
FFDG will work with other partners on development of rigging plans for earlier movements of materials arriving on site. In an instance where the handling will not mirror the earlier lifts a rigging plan will need to be developed and FFDG will work with successful bidder to complete those plans.
12 Is there a fatigue day? FFDG EHS has a fatigue management plan and will make the work schedule represent it.
Are there specific times for the ESH onboarding requirement?
Onboarding is not conducted every day. Traditional onboarding occurs at the beginning of the week but can be flexible with advance scheduling.
How long does the ESH onboarding take?
One and a half days. The Sub-contractor will be able to go to work for the second half of the day.
Where will contractors park? No parking onsite. We are evaluating. Shuttle is not priced in the SOW.
Confirm ESH provided equipment
The Onseco is the only ESH provided equipment, cap lamps will be provided by Sub-contractor
Post presentation FFDG clarification
No FFDG equipment will be used for rigging. (exception- custom lifting fixtures)
